- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is 100% small business set-aside and the NAICS code is 511210 with a small business size standard of $21.0 million. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Institutes of Health (NIH) to procure maintenance and support renewal of Kintana software for existing Mercury Interactive Products located at Twinbrook Parkway in Rockville, MD. The licenses are stated below with description and quantity are needed as follows: (1) 1 each - Mercury Change Management Extension for Oracle E-Business Suite - Perpetual License; (2) 1 each - Mercury Change Management Extension for Oracle Technology - Perpetual License; (3) 33 each - Mercury Change Management Power (developer) - Perpetual License; (4) 1 each - Mercury Demand Management Power (process manager) - Perpetual License; (5) 1 each - Mercury Demand Management Standard (process participant) - Perpetual License; and (6) 2 each - Mercury IT Governance Foundation 5.0 (Production) - Perpetual License. The maintenance and support renewal covers from 08/28/2004 - 08/27/2005. Responses must provide ALL or NONE of the items above. All proposals received within five(5) days from the date of publication of this synopsis will be considered by NIH. Responses must be in writing and must be received in this office by August 27, 2004 from the date of publication of this notice, and must include pricing information and meet the criteria requirement. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
