Description
This is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quotes (RFQ). Submit offers on RFQ4083. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-24. This acquisition will be processed under Simplified Acquisition Procedures. This is a small business set-aside, under North American Industry Classification System Code Number 334516 and the small business size standard is 500 employees. The purpose of this requirement is to enable testing and validation of automated HIV clinical trial sample testing. The National Institute of Allergy and Infectious Diseases is issuing a request for quotations (RFQ4083) for procuring a quantity of two (2) Robotic Centrifuges; two (2) Swing-out rotors, steel, 4-place; a quantity of eight (8) Rectangular buckets, light metal, with hygienic lid, fitting into robotic centrifuges. Description: Rear Lid Access Robotic Hatch system for Plates Super-Programmable, Robotic, refrigerated under-bench centrifuge with hatch that allows access by robotic arm, reliable partner for automated laboratories and the accessibility of the remote controlled through a personal computer. This centrifuge upgrade must be compatible to the Beckman Coulter Biomek FX Serial#5011447 and Beckman Coulter Cytomat 2C Serial# 40193769. This centrifuge must be equipped with the following components: 1) Store and recall up to 89 programs; 2) Remote control and panel functions; 3) Data box and optical cable (RS232 interface); 4) Rotor positioning accuracy <0.6mm; 5) Maintenance-free brushless frequency drive; 6) Microprocessor control and completely DIGITAL operation (waterproof keypad control panel); 7) Stable performance for large capacities; 8) Programmable RPM and RCF in increments of 10; 9) Controllable temp range of -20 degree C to + 49 degree C, in 1degree C increments; 10) Digitally precise variable time input in Minutes and Seconds; 11) Programmable acceleration and breaking; 12) Safety lid-locking/lid-holding design; 13) Automatic rotor recognition; 14) Imbalance switch-off; 15) Motor and chamber overheating protection; 16) Max 6200 RPM, Max 6446 RCF. Dimension must be 27?Hx23?Wx28?D. Weight ? 287lbs; Sound Level - <62dBAl; Electrical- 115volt, 60 Hz. Must be Certified to UL and CSA standards. This will be a Firm-fixed price purchase order anticipated to result from the award of this solicitation. Quotations should include the delivery schedule, shipping and handling or any additional costs other than the price of the products shall be stated. FOB point shall be Destination, inside delivery required to Bethesda, Md. 20892. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212.-1 Instructions to Offerors-Commercial item; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representation and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representation and Certifications of Commercial Items. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government. (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
