Description
NAICS CODE IS 238210.The Defense Logistics Agency DSS-A Contracting Office intends to issue a contract to Alexant Systems Technology, P.O. Box 23082, Alexandria, VA 22314 on behalf of the American Forces Information Services(AFIS), Alexandria, VA 22314 utilizing the Simplified Acquisition procedures under authority and limits of FAR Parts 12 and 13.501(a)"Sole Source Acquisitions". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 22, effective 4/5/04. AFIS has a requirement to fun two pairs of 12 strain OCC Plenum rated multimode fiber cabes from the computer room on the 1st floor to the network rack and to Army Broadcasting Service (ABS)computer room on the 3rd floor. One pair of fiber cables will be used as redundancy for part of the 3rd floor, which hosts the Pentagon Channel on the web. The other pair is for ABS, whose fiber cable were damaged. In order to core drill 5' holes in the 2nd and 3rd floor phone closets for fiber pulls,union contractors must be used because the building at American Forces Information Services resides in is a union-owned building. A justification for Other than Full and Open is on file. Supplies and Services may be deemed to be available only from the original source. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions Commercial items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All responses received by 12:00 PM EST 08/24/04 will be considered by the government.
