- Description
- The Air Force intends to issue a solicitation for Solid Waste Management Services at Vandenberg AFB, CA on 20 August 2004. The contractor shall provide all personnel, tools, materials, supplies, equipment, supervision and other items or services, except as specified as Government-Furnished Facilities and Equipment necessary to operate and manage the Vandenberg AFB (VAFB) Class III sanitary landfill from collection to disposal. The contractor shall comply with the Solid Waste Facility Permit (SWFP) and the Waste Discharge Requirements (WDR) issued by the California Regional Water Quality Control Board. The SWFP allows a maximum disposal of 400 tons per day, currently; the landfill averages 50 tons per day although at times, peak disposal has been met. The contractor shall collect, transport, recycle, and dispose of municipal solid wastes at the VAFB landfill to include 6,000 refuse, recycle, and green wase cans in two major housing areas, 357 various sized industrial refuse and 236 recycle containers for industrial areas, dining facilities, dormitories, office buildings and industrial shops on 98,000 acres. The contractor shall perform to the standards in the contract as well as local, state and federal regulations. This requirement will be procured under full and open competition. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures resulting in the best value to the government. The NAICS Code is 562212, size standard $10.5 million in annual receipts. Site Visit date will be scheduled approx. two weeks after release of solicitation. Paper copies of solicitation will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Basic contract period is anticipated for 1 Dec 04 through 30 Sep 05 with four, one-year option periods and extending through 30 Sep 2008. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Services will be procured pursuant to the requirements in FAR Part 12, Acquisition of Commercial Items.
