Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number PR-CI-04-10922 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. This acquisition is a 100% small business set aside. The NAICS code is 334516, the size standard for which is 500 employees. The EPA National Homeland Security Research Center, located in Research Triangle Park, NC requires a contractor to provide the following: (1) A QUANTITY OF TWENTY (20) PORTABLE AEROSOL MONITORS. Minimum Performance Specifications: Time response rate less than one minute; measures particles at or below 1 ug/m' and greater than 500 ug/in3; operates under ambient temperatures (~0 to 40C); shall operate by battery and provide external power source for AC operation; ability to measure PM10, PM2.5 or PM 1.0; accuracy within +/-15% and precision within +/-5%; lightweight, portable and rugged. Shall weigh less than 12 pounds each. (2) A QUANTITY OF TWENTY (20) PORTABLE CO/CO2 MONITORS. Minimum Performance Specifications: Time response rate less than one minute; measures CO concentrations accurately at or below 500 ppb to greater than 50 ppm; measures CO2 concentrations at or below 1 ppm to greater than 500 ppm; operates under ambient temperatures (~0 to 40C); shall operate on battery and provide external power source for AC operation; small, lightweight and portable; ability to measure temperature and humidity. Shall weigh less than 12 pounds each. (3) A QUANTITY OF TEN (10) PORTABLE PARTICLE COUNTERS. Minimum Performance Specifications: Time response rate less than one minute; measures particles at or below 20nm in aerodynamic diameter; measures concentrations up to 5 x 10(5) particles/cm3; operates under ambient temperatures (~0 to 40C); shall operate by battery and provide external power source for AC operation. Shall weigh less than 25 pounds each. All Items shall be delivered to the U.S. EPA Shipping and Receiving, Page Road and I-40, Research Triangle Park, NC, 27711 no later than 45 days after purchase order award. F.O.B. point shall be destination. Price quotes shall include any shipping charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical acceptability of the item offered to meet the Government's requirement and (2) price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
