Description
The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) to obtain technical assistance services in the area of agricultural and natural resource-based sectors. The central roles of these sectors are combating hunger and poverty, and serving as an engine for sustainable market-led economic growth and prosperity. ............................................................................... USAID anticipates awarding five to six (5 - 6) indefinite quantity contracts (IQCs). USAID anticipates awarding up to three to four (3-4) awards under full and open competition. Also anticipated are up to one (1) small business set-aside award reserved for either a) a consortium led by a small business or b) a small business. Finally, it is anticipated that there will be one (1) award set-aside for a consortium led by a small business or a small business which will have limited scope within the overall services to be provided under the RAISE PLUS IQC. Specifically, the last award anticipated will be limited to providing services in design, evaluation, workshops and conferences.................................................................................... There is an expectation that many of the Task Orders submitted by USAID Missions under the IQCs will be very complex and demanding for any one firm to be able to provide all the required mix of skills. Therefore, firms are encouraged to submit proposals in behalf of a consortium with one organization serving as the lead business. Also encouraged are proposals from consortiums led by a small businesses.................................................................................................. There is an authorized sector ceiling of US$500 million for the RAISE PLUS activities over a five year period. The aggregate ceiling will apply as follows; US$480 million will serve as the aggregate ceiling for the four IQCs awarded to provide the full spectrum of services. US$20 million will serve as the ceiling for the one small business award providing the aforementioned limited services. The total amount for Task Orders issued under the resulting RAISE PLUS related IQCs may not exceed their respective ceilings............................................................................................... Note: There is no guarantee on the number of contracts awarded, the number of Task Orders, or amount of business that any one firm will receive beyond the minimum stated in the RFP. Also Note: The FY 2002 Appropriations Act contains new authority that allows Task Orders to be awarded to small and small disadvantaged businesses (i.e., firms who have been awarded a contract) without providing a fair opportunity to all contractors under a multiple award IQC. The new authority applies to multiple-award IQC's that are initially funded with FY 2002 money. ................................................................................................. The RAISE PLUS IQC has been designed to be a broad, multi-faceted field support mechanism that will provide both short-term and long-term assistance. It will help to identify and nurture the systemic shifts needed to create a more competitive, prosperous and sustainable agricultural and rural sector. It will respond to the needs of various agricultural and natural resource-based sub-sectors, such as crops, livestock, forests, fisheries, tourism, wildlife, and agricultural related businesses. It will respond to a range of agricultural and natural resource sector issues including: 1) sector strategies and program development; 2) trade strategy development; 3) broad policy analysis; 4) input market systems; 5) sustainable production; 6) post-harvest storage and processing; 7) product market systems; and 8) producer organization and enterprise development. .................................................................................................. These support activities may be performed by the agriculture or forestry producing establishment or conducted independently as an alternative source of inputs required for the production process for a given crop, animal, or forestry industry. Establishments that primarily perform these activities independent of the agriculture or forestry producing establishment are in this subsector.
