Description
SCOPE OF REQUIREMENT. The Office of the Comptroller of the Currency (OCC) requires consumer credit bureau data for the purpose of conducting research on credit-risk modeling. The OCC is interested in purchasing (1) Historical Data - a representative sample of consumer credit bureau histories for 500,000 to 1,500,000 individuals, going back at least 5 years (i.e., 1999 to present), on a monthly, quarterly or annual basis, and (2) Future Data - on the same representative sample in (1) above or new samples, reported on a monthly, quarterly or annual basis. The data must be provided in a raw, machine-readable form for use in a variety of computer software packages including but not limited to Microsoft Access, SAS, and STATA. The data must be sortable to allow OCC to: (1) track individual borrowers and, if possible, households, over time (i.e. a longitudinal or panel data design). The specific identity of the borrowers must be suppressed; (2) track individual trade lines (i.e., lender) over time. The name of the lender must be suppressed; (3) provide a full list of bureau variables including, but not limited to, age of account (open/close dates), payment history for each trade line (current days past due, charge off, bankruptcy, etc), amount paid each period, amount past due, outstanding balances, credit limit (revolving credits), etc. (4) identify, update and refresh the individual account and trade line information; and (5) add additional individuals and trade lines to the sample so as to adequately represent the national population of credit histories. The resultant contract's period of performance would be a base period, plus four option years. HOW TO ACQUIRE A COPY OF THE SOLICITATION: OCC anticipates issuing the solicitation in August, 2004, at www.fedbizopps.gov. The solicitation will contain the details of the requirement, the instructions for submitting a quote, and how the quotes will be evaluated. This is NOT a small business set-aside. It is a full and open competition using simplified acquisition procedures under the Commercial Item Test Program. All responsible parties may submit a quote that will be considered by the OCC.
