- The Bureau of Public Debt intends to make a sole source award to the following contractor for continued leasing of fiber optic cables under the above existing contract: Mantra System Management, Inc., 118 Jones Street, Dayton, OH 45410. The Sole Source determination is made in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Due to existing lease agreement negotiated under the existing contract, the Government may not direct another contractor to modify or perform maintenance on these fibers. Award to any other source would require additional installation and start-up costs to the Government that would result in unacceptable delays in fulfilling ongoing critical agency requirements as well as repetitive costs. This synopsis is a notice of intent to issue award using other than full and open competition and should not be considered a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement. All submissions received within ten days after date of publication of this synopsis will be considered. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
