Description

This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issude a sole source contract with the Idaho Department of Fish & Game to reimburse IDFG for fish stocking at Arrowrock Reservoir. In April 2001, the Bureau of Reclamation, (Reclamation) Pacific Northwest Region completed a Final Environmental Impact Statement and Record of Decision for the rehabilitation of the Arrowrock dam outlet works. In the Record of Decision, Reclamation committed to: ?reimburse Idaho Department of Fish and Game (IDFG) for restocking Arrowrock reservoir with 180,000 rainbow trout fingerlings, 140,000 rainbow trout catchables, and 77,500 kokanee fingerlings in the spring and summer following construction. Construction was completed in spring 2004. The fish stocking agreed to for 2004 is a mitigation measure for impacts of the project and is supplemental to the annual stocking IDFG performs at Arrowrock reservoir IDFG is the state regulatory agency for fish and fishing in Idaho. In addition IDFG operates a series of fish hatcheries that raise gamefish for stocking in certain streams and lakes in Idaho. IDFG has regularly stocked kokanee and rainbow trout in Arrowrock Reservoir for a number of years. IDFG and State fish hatcheries are uniquely qualified to provide gamefish for introduction into Idaho waters. As the regulatory agency for fish and fishing in the state of Idaho, IDFG is the only entity authorized to stock fish in Idaho waters. Even the stocking of fish in private ponds must be approved by IDFG. IDFG operates a number of State fish hatcheries that meet the stringent State requirements for disease prevention. IDFG hatcheries raise genetic strains that are disease resistant and fast growing based on many years of experience. IDFG hatcheries annually supply kokanee and rainbow trout to Arrowrock Reservoir, although in lesser numbers. The fish that Reclamation is paying for are over and above the normal annual stocking by IDFG.
