Description
NA This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The Capability Statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for replacement of sump pumps located in the Arizona and Nevada Tunnel Plug Outlet Works (Lower Penstock) at Hoover Dam (Mohave County, Arizona and Clark County, Nevada) and is seeking responsible sources having capabilities of performing the work. Principal features of the work include the following: (1) Removing and disposing of two 10,000 gpm pumps and associated equipment including column pipe, line shaft, discharge head and piping, pump motor, suction piping, valves, floor stands, stem guides, valve stems, and metal supports; (2) Excavating concrete and rock, and placing concrete for enlargement of existing sumps; (3) Furnishing, shop testing, and installing two 10,000 gpm vertical turbine pumps, pump motors, and associated equipment; (4) Furnishing and installing steel piping and valves for the turbine pumps; (5) Furnishing and installing new miscellaneous metalwork and FRP grating; (6) Un-watering construction areas; (7) Removing existing lower operating platforms in the pipe galleries; (8) Removing existing 8" discharge piping and replace, under access platforms; and (9) Painting piping, valves, and miscellaneous metalwork. Unusual conditions may require monitoring and removal of leakage in work areas below the Colorado River water surface while removing equipment normally used to remove leakage or hold the river back. The work site is below the Dam and Powerplant and logistics is extremely difficult and challenging. Construction activities will create problems for traffic flow and other scheduled contracting activities. The estimated magnitude of this project is $250,000 to $500,000. This is a stand alone contract. This acquisition will be conducted under North American Industry Classification System (NAICS) Code 237110, which establishes a small business size standard of $27.5 million. Capability statements are to be submitted not later than Aug 27, 2004. The capability statement shall address the work listed above, demonstrate the company's capability to perform the work, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
