Description
This is a modification (06) to the previously posted (29 Jun 04) combined synopsis/solicitation for commercial items entitled ?PC Cluster? prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number F4020441450100 is issued as a request for quotation (RFQ) and is 100% set aside for Service Disabled Veteran-Owned Small Business. The resulting contract will be Firm Fixed Price. The approximate award date is 31 Aug 04. Delivery shall be NLT 30 days after receipt of order. The NAIC code assigned to this project is 541512, size standard is $21,000,000.00. The requirement is for AFSAA/SVB, Pentagon, with delivery to 1777 N. Kent St., 7th Floor, Rosslyn, VA 22209. Final specifications are provided below and include technical questions and answers. NO FURTHER TECHNICAL QUESTIONS WILL BE ACCEPTED. Award will be made on an all or none basis, IAW the information herein, to the lowest price offeror. Vendor will provide all PC Cluster hardware, software, on-site installation and software orientation. Hardware also includes all cabling, connectors, etc. needed to complete job. Three year warranty, to include ON-SITE support, is required. Contract Line Item Number, CLIN 0001 ? QTY 1 EACH, price shall include: 1. (1) Master (Head) Node: a. 4U rack mount chassis with 460 Watt UL power supply b. Intel Xeon chipset motherboard with 800 MHz FSB c. Quad Board w/(2) Xeon 3.06 GHz processors with 1MB cache (800 FSB), heat sink and fan d. (1) 1GBit DDR 400 MHz ECC/REG low profile e. (2) 40GB or Larger 7,200 rpm system hard drives. Hot swappable. (Mirror configuration) f. RAID controller & 14 bay Storage Array g. (14) 73 GB U320 SCSI 10,000 RPM hard drives (Configured for Raid 5) h. 3.5? Floppy Drive i. CDRW 48X/24X/48X drive j. SVGA video adapter k. SUSE Linux l. (2) 10/100/1000 Base T Ethernet Gigabit network ports m. Keyboard n. Mouse o. 21? viewable LCD monitor. 2. (15) Slave (Compute) Nodes: a. 1U rack mount chassis with 300 Watt UL power supply b. Intel Xeon chipset motherboard with 533 MHz FSB c. (2) Xeon 3.06 GHz processors with 512 cache (533 FSB), heat sink, and fan d. (1) GB DDR 266 MHz ECC/REG low profile e. 40 GB or Larger 7,200 rpm hard drive. Hot swappable. f. SVGA video adapter g. 10/100/1000 Base T Gigabit network port h. SUSE Linux 3. Other hardware: a. 44U rack cabinet with side panels b. UPS systems that use standard 20 AMP plugs (for example, NEMA 5-20P. Cannot use twist lock plugs.) Request 5-minute backup power for graceful system shutdown. c. (2) Twenty-Four Port 10/100/1000 BaseT Ethernet Gigabit Smart Managed Network Switches. 4. Software: a. Cluster management software b. GNU scientific compilers c. CD burning software on the master node. 5. Vendor shall provide 1 day software orientation upon on-site installation. Three (3) manuals are required on the cluster management software. 6. Rack Units must have external hot-swappable drives. 7. Warranty/Support -- 3 year warranty required, to include ON-SITE hardware and software support during normal hours of operation ? 6:00 AM to 5:00 PM, Monday through Friday, excluding Government holidays. Phone support during business hours and cross shipping of parts is required. 8. Significant notes: - Customer wants expandable motherboard meaning; there should be open memory slots for the flexibility to add memory in the future. - **All equipment must be new (no Refurbished equipment) 1. Will customer supply wiring diagrams/schematics & hardware (wire, connectors, terminals, etc) for his inter-connection scheme? ANSWER: Customer can provide electrical schematics for the room. The vendor will be responsible for all else IAW the specifications. 2. Will customer supply software manuals if not, who do we procure them from? ANSWER: No, All manuals pertaining to the hardware and software are to be provided by the vendor. See paragraph 5. a) KVAH rating Should be determined by total solution. b) Type of Battery preferred (Ez Removal, Gel, Marine)? c) Size and style of UPS (e.g.- Desktop, Floor, Rack, on wall) preferred (if possible)? d) include Modem or Lan Spike Protector, Ground Fault Detection? e) Plug and Play? f) Back UPS or Smart UPS? ANSWER: A-F--Rack mounted Smart UPS is to be provided with 5 minutes up-time. g) Hazardous conditions at site? ANSWER: No. There are no hazardous conditions at customer?s location h) Monitoring Software needed? ANSWER: No. 3. How will the Dual-Xeon slaves (1U) communicate with the host (4U)? We are assuming GigE (1000BT). Is this to be a single or dual LAN connection ANSWER: Duel 10/100/1000 4. What is the delivery date to be? This will determine the Cluster software to be used. ANSWER: Delivery date Should be NLT 1 Oct 04. 5. What power will be available for this rack (110vac and/or 220vac)? ANSWER: 110 VAC 6. How long with the UPS need to keep the rack of systems up without external power? Will the UPS need to report and control the graceful shutdown of the systems if that time limit is exceeded? ANSWER: We would like the UPS to control the graceful shutdown of the cluster. Minimum 5 minutes Uptime needed. 7. Are the hardware requirements ?meet or exceed? because of the constant new product announcement and product obsolescence cycle? ANSWER: Correct. We want the latest equipment to include the ability for scalability and flexibility in future years. 8. What is the application of the system(s), or cluster? ANSWER: The execution and processing of customer models and simulations. 9. Will filler panels be required to fill in the empty slots in the rack? ANSWER: No. 10. Will the keyboard and mouse be mounted IN the rack, or will they be used externally to the rack? Will a monitor (display) be used, and will this be external to the rack to be provided ANSWER: External to Rack with a 21? Flat Screen. 11. What are you trying to Cluster on your pc?s that you listed in this solicitation, Data , Exchange (email) or etc? ANSWER: The execution and processing of customer models and simulations. (DATA) No outside connectivity available. 12. Are you looking to purchase that hardware also or do you already have the hardware in place? ANSWER: Hardware is not in place and is required to be provided by the vendor. 13. In regards to the ?standard commercial warranty normally offered in a similar commercial sale??, which is preferred? 1. On-site support or 2. Part swapping by USAF technicians ANSWER: Three Year warranty, to include on-site Hardware and software support as needed during M-F Duty Day. Phone support and cross shipping of Parts is required. See paragraph 7. 14. 1) Will all development be done on the cluster with parallel processing techniques? ANSWER: Parallel 2) Will there be a database installed on the cluster? Or will this just be for processing? ANSWER: Data Base will be attached/installed on the head node. 3) Generally, what kind of processing will be done? Rendering, computational? ANSWER: The execution and processing of customer models and simulations?both. 4) Is there any off the shelf software that will be used? Does it require specific clustering software? ANSWER: The specific commercial off-the-shelf clustering software will be SuSE Linux. 15. All clusters normally use a high speed switch for the MPI. We can assume the interface will be 1000BaseT Ethernet, but no switch and CAT5E cables are called out in the list of requirements. Is the switch GFE or is the vendor expected to furnish the switch? ANSWER: Vendor is expected to supply two 10/100/1000 Gbit Ethernet Smart Managed switches, and all Cables Cat-6, etc. to complete installation. Vendor furnishes the switch. 16. Item 3b on previous revisions referred to hardware as 20amp power strip, but Mod 4 now calls for ?UPS systems? which normally would imply an Uninterruptible Power Supply(s)? should be furnished. If only the same 20A power strips are required, this would be a Power Distribution System (PDS) and not UPS. UPS system can be supplied but there is a significant difference in cost and UPS would need to be designated to an unstated power off run time objective. A two-strip PDS is probably what is needed ? pls confirm. ANSWER: Vendor is to supply Rack Mounted Smart UPS with sufficient power to allow for at least a 5 minute clean shutdown. Power strips will be supplied as required by the vendor. 17. Training requirements per Item 5. Need to clarify training requirements. ANSWER: Vendor will provide orientation on the cluster management software and hardware. See paragraph 5. 18. Referring to Items 3c and 3d: Are they to be managed switches? Item 3c only comes managed, but 3d can have unmanaged and they are much less. I am assuming they should be 24 ports due to the equipment installed in the rack and the Ethernet switch should be 10/100. I also assume these switches should be rack-mounted. ANSWER: Vendor will provide (2) twenty four port 10/100/1000 GB Smart Managed Ethernet Switches and all necessary cabling to complete installation. 19. Item 4b asks about GNU scientific compilers. Is there any expanded information on this? SuSE comes with GNU compilers, but I just wanted to make sure I was not missing some type requirement. ANSWER: The GNU compilers that come with SuSE should be sufficient. 20. Item 4a cluster management software and 4c CD burning software on the master node. These items are included with SuSE 8 enterprise. Are they looking for another product than what is supplied by the operating system. ANSWER: As long as the SuSE software works, should be fine. 21. Item 3a asks for a 44U rack cabinet with side panels. Are there not to be any doors on the front and back? Also, is 44U the max height, or can it be little taller? I have been working on a rack that has doors and a cooling fan on top. Is that why the doors are omitted, because cooling with come from the lack of doors? Are the side panels allowed to be removable? ANSWER: Removable side panels are okay. Doors omitted from front and back were for cooling purposes. 44U is the Max Height for the room. 22. Need to know the voltage ratings of the UPS in Para #3. ANSWER: Voltage Rating 120V UPS. Rack Mounted. 23. Do we want a beowolf cluster? ANSWER: Yes. 24. Do we want to use open source only? ANSWER: Yes 25. Fortran 77? Or newer Fortran compiler (which menas something in addition to the GCC)? ANSWER: No Fortran needed. The Government reserves the right to award the contract without initiating discussions. The response date to this request for quote is 12:00 p.m.on 26 Aug 04. The quote shall be signed by an official authorized to bind the company. Offerors shall submit 1 copy of their quote and the Representations and Certifications (FAR 52.212-3) to be sent to Mrs Sharon Novak, 11 CONS/LGCN, 110 Luke Ave Rm 230, Bolling AFB, DC 20032-0305.
