Description
VA VISN 22 Business Center intends to negotiate a commercial (FAR Part 12) sole source procurement with Simbionix, under the authority of FAR 6.302.1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement is to obtain one (1) EA, Lap-Mentor Laparoscopic surgery trainer with haptic responses for delivery at Naval Medical Center San Diego, CA. located at: NMCSD, Receiving Branch Loaded Dock 1, 34800 Bob Wilson Drive, San Diego CA, 92134. Contractor shall provide a Lap-Mentor Laparoscopic surgery trainer with haptic responses. This unit shall be a viable simulator/trainer encompassing all laparoscopic procedures as well as a comprehensive tool for building basic skills. The system shall include software that offers a minimum of 3 modules, Basic Tasks Module, Procedure Tasks Module and a Virtual Patient Module. The Basic Skills Module should include a minimum of 10 basic skills builders with increasing levels of difficulty. The basic level must include fully didactic laparoscopic procedures that are inclusive of all areas of laparoscopy and fully simulate an actual real life procedure. The Basic Skills Module shall include but not be limited to tasks related to camera manipulation, hand eye skills building, two handed maneuvers, clip application and translocation of objects. These simulations must utilize actual instruments used in real life procedures. The tasks module must include a minimum of 6 step-by-step tutorials that address each stage of a LapChole procedure. This module must also provide visual signs and instructions on the procedure simulated so as to provide continued learning with each task. The Tasks module must offer a strong emphasis on distinguishing what tissue requires traction-counter-traction as it would in a real life procedure. The Tasks module must be able to help define the strong and weak points of the individual performing the task and show where additional practice may be needed. The unit must include a minimum of 6 reality based cases in the library of procedures that are designed to fully simulate a full patient procedure that includes a complete Cholecystectomy. The library must be based on full and accurate human anatomy and include a patient history inclusive of imaging, and lab results as it would in a real life case. The library must provide random modifications to all cases to help develop a better, fuller understanding of procedural differences and provide the physician with a safe environment to hone judgment and critical decision making skills. The unit shall afford the use of actual surgical instruments with full tactile response that fully simulate laparoscopic procedures The unit must be suitable for training of individuals as well as large groups. The system must allow constant tracking of progress that allows for the monitoring of individual as well as group skills and provides skills assessment on demand. The training software must offer customization to each user to help overcome weaknesses and help develop stronger skills. The system should provide a comprehensive assessment of each individual that will show performance statistics as well as overall skill level. The Vendor must provide the following items: one (1) operation table, inclusive of instruments and endoscopic camera that are housed in the table. Two (2) instruments must be provided that have tactile functionality with five (5) degrees of freedom with high performance precision and correct instrument handles. One (1) endoscope with two (2) virtual cameras of 0 degrees and 30 degrees with four (4) degrees of freedom shall be included with the table. (1) PC and simulation processor, One (1) 17_ flat LCD screen, and one (1) foot switch for electrosurgical coagulation. All interested persons may identify their interest and capability to respond to the requirements or submit a proposal. This notice is not a request for competitive proposals. The Government will consider all proposals received by 2:00 PM Pacific Daylight time August 18, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely or the purpose of determining whether to conduct a competitive procurement.
