Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (e.g. HUBZone 8(a), 8(a), HUBZone, Small Disadvantaged and Large Business) relative to North American Industrial Classification Code (NAICS) Code 311119. The Small Business Size Standard for NAICS Code 311119 is 500 employees. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. After review of the responses to this sources sought announcement, a solicitation announcement may be published in Fed Biz Opps. The Veterinary Medicine Branch (VMB), Division of Veterinary Resources (DVR) of the National Institutes of Health (NIH), contributes to the advancement of NIH biomedical research programs by providing professional and technical support services related to laboratory animal care and use, and providing laboratory animals for the intramural research programs. The VMB provides care for swine and ungulate (sheep) colonies used in various NIH research protocols. The DVR requires a contractor to provide a natural ingredient open formula swine and ungulate diet that meets specified formulation, nutrient, and contaminant requirements. The contractor shall be required to provide the swine and ungulate diets in accordance with the following Government issued specifications and standards: 1) NIH Specification for Open Formula Laboratory Swine Ration, NIH-11-142g, dated 5/7/2004; 2) NIH Specification for Open Formula Laboratory Ungulate Diet, NIH-11-111g, dated 5/7/2004; 3) National Institutes of Health Standard for Laboratory Animal Feed Processing and Mill Sanitation, NIH STD No. 1E, dated 7/24/2001; 4) National Institutes of Health Standard for Nutrient and Chemical Contaminant Analyses of Laboratory Animal Diets, NIH STD No. 5E, dated 6/5/2001; and 5) National Institutes of Health Standard Symbology for Marking Unit Packs, Outer Container, and Selected Documents, NIH STD No. 6C, dated 3/21/2001. Approximately, five (5) tons of swine feed per year, delivered in fifty pound (50lb) bags, and forty-five (45) tons shall be required to be delivered in bulk. Approximately, 12.5 tons of ungulate feed per year shall be required to be delivered in bulk. A pre-award site visit to the vendor feed production facilities shall be made to ensure the vendor is in compliance with NIH Standard No. 1E, Standard for Laboratory Animal Feed Processing and Mill Sanitation. Responses to this notice shall include a capability statement, company name, address, contact information, size of business pursuant to NAICS code 311119. Additionally, you must respond to the following questions: 1) Is your business a large or small business? 2) Does your firm qualify as a small or small disadvantaged business? If disadvantaged, please specify which disadvantaged group. 3) Is your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service Disabled Veteran Owned or Veteran Owned firm? No solicitation is currently available. This is not a request for proposal and in no way obligates the Government to issue a solicitation or to award any contract.
