- This modification to 11043 is issued to provide answers to questions submitted from prospective offerers: Q1. Please clarify the signature requirements for electronic proposal submission. A1. If you have a scanner that allows you to send a PDF copy of your proposal, then this is acceptable for timely submission. Nonetheless, we require that you send a hard copy with the original signature as a follow up. I would expect to receive the hard copy within 4 business days, depending on the mail service utilized. (The same applies to faxed proposals.) Q2. Can the program give any idea about how many experts they expect for the two in person conferences for cervical and breast cancer expert panels? A2. Approximately 25 experts are anticipated to participate on each panel, respectively. Q3. Is the contractor required to pay for and arrange travel for the stakeholders for the two in person meetings? A3. No, travel will be paid for by CDC and meeting logistics will be handled by another contractor. Q4. Can CDC provide a range of funding available for this task? This is pretty typical on task orders such as PICs and it would be helpful to have some idea (a range) of funds CDC expects to pay for this work? A4. Posted requirements for services under Simplified Acquisition procedures fall within the range of $25,000 to $100,000. Q5. Can a small business concern subcontract work to another firm; does this mechanism allow the subcontractor to not be a small business? A5: This is allowed and does not restrict the subcontractor as a small business. Please note the particulars of the relevant clause: Federal Acquisition Regulation Clause 52.219-14 Limitations on Subcontracting "(b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for (1) SERVICES (except construction). At least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern." In short, you must do 50 percent of the work yourself and this portion of the work should be clearly shown on your proposal. Q6. The time line seems quite compressed, is there a national stakeholders meeting planned for April or May for which they need the research findings? A6. Yes, the joint NBCCEDP/CCC/NPCR meeting is scheduled to be held some time in May. The CDC requires the final reports finished to permit time to synthesize the findings for final policy determination to be reported by Feb. 25th and April 10th. Q7. Who are/is the technical monitor(s) of this program? What is their job? A7. Nikki Hayes will serve as the technical monitor for the cervical cancer screening policies expert panel and April Vance will be the technical monitor for the breast cancer screening expert panel. They will provide general oversight and guidance related to the respective expert panels. Both are Public Health Advisors within the Division of Cancer Prevention and Control.***
