Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate a firm-fixed price indefinite delivery/indefinite quantity contract on a sole-source basis with Air Products and Chemicals Inc., Allentown, Pennsylvania for: Stainless Steel Transportation Containers. The items are: 1) Model Number ER1-R-5612FBI; 2) ER1-K-560FBI; and 3) ER1-6-5606FBI. Minimum specifications: Type 304 Stainless Steel Construction; Dimensions will vary with model; Precision flange lid to ensure fit of lid with Lockable Triclover and Viton Gasket; Viton seal to ensure leak free closrue of S?S lid; Tri Clover flange to secure lid; Pressure tested to 20 psi and required to hold for 24 hours; Pass drop test maintaining an internal positive pressure of 20 psi for seven (7)consecutive free falls of greater than 5 meter to a concrete floor; Stainless steel handle and hardware; Hex Nut closure; no additional tools or devices required for closure ; container shall: with stand changes in pressure that occur during ascent, cruising, and descent of an aircraft cabin; have restraints or fastening points enabling it to be secured in an aircraft seat using seatbelts; have no external pressure ports or nozzels; be able to stand upright; electro polish to prevent adhesion of solid particles; interior welds are to be ground smooth to eliminate trapping of solid matter; ability to secure (lock) the lid to the container; one (1) Blank Flange Set; and one (1) Pressure Gauge and Pipe Tee. This announcement constitutes the only solicitation; a written quote will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This solicitation is non-restrictive. The following FAR provisions and clauses are incorporated by reference and apply to this quote: 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors Commercial Items; 52.212-3 Offeror Representations and Certifications Commercial Items; Each offeror shall include a completed copy of 52.212-3 with response; 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 52.215-5 Facsimile Proposals; 52.216-18 Ordering; 52.216-19 Ordering Limitations; 52.216-22 Indefinite Quantity; 52.217-6 Option to Increase Quantity; 52.217-9 Option to Extend. This notice is not a request for competitive proposals; however, interested persons may identify their interests and capability to respond to this requirement. Quotes must be clearly marked with Request for Quotation (RFQ) Number: RFQ-2004-132073. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonable available to the purchasing activity. The government reserves the right to request product samples that can be tested for compatibility. The Government will not pay for any information or sample(s) received. Quotations may be opened at an off-site facility for security/safety reasons and will be resealed and forwarded to the appropriate person. As a result of this, delays may occur in the receipt of your quotation therefore, your quote should be faxed to 202-324-0570. Offerors are to include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications--Commercial Item (MAY 2004) and a completed Standard Form (SF) 1449, with their quote.
