An Invitation For Bid will be available for download on or about 19 March 2004 at the Alaska District U.S. Army Corps of Engineers Contract ing Web site in electronic format only using electronic bid sets (EBS) at https://ebs.poa.usace.army.mil/advertisedsolicitations.asp. You must register at the web site for this solicitation to receive notification of solicitation updates. No disks shall be mailed. The solicitation shall be issued on a competitive sealed bid basis per FAR 19.8 and the Small Business Act, as amended, 15 U.S.C. 637(a), and 13 CFR 124.501(a), permitting set-asides under the Small Business Administration 8(a) development pr ogram. This competition is limited to 8(a) firms serviced by the SBA Alaska district office or 8(a) firms with bona fide branch offices in the Alaska district. All other firms are deemed ineligible to submit offers. Competition will not be restricted by s tage of 8(a) program participation. All responders are advised that this project may be delayed, canceled or revised at any time during the solicitation and/or award process based on decisions related to DoD changes and disposition of the armed services. Responders are advised the solicitation is being release prior to receipt of an approved wetlands permit. If the permit(s) process is not complete by the anticipated bid opening date, the solicitation may be revised or canceled, or the award date may be d elayed. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. To receive award contractors must be registered in the CCR. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore the successful 8(a) firm shall have the capability to acquire such bonding. DESCRIPTION OF WORK: Construct a live-fire Infantry Squad Battle Course (ISBC), Urban Assault Cours e (UAC), Shoot House, Breach Facility, Ammunition Breakdown Facility, Warm up Buildings and Latrines. Project includes an After Action Review (AAR) Facility from which simulations and training operations will be controlled, monitored and reviewed. Suppor ting facilities include utilities, electric service, access roads and parking areas, and information systems. Heating will be provided. Targetry, targetry control systems, and radar feed from Eielson Air Force Base are not included within the scope of wor k. Estimated Magnitude of Construction: $10,000,000 TO $20,000,000. NAICS: 237990, SIC: 1629, size standard: $28.5 million, and completion date: within 410 days after receipt of NTP.
