Description
---Amendment #1 - This is to notify all parties that the tours scheduled for August 18 and 20, 2004 are postponed until after issuance of the RFQ. Another amendment will be issued with the exact date.--- The General Services Administration (GSA) is seeking a qualified, golf course developer to develop and operate the White Oak Golf Course within the Federal Research Center (FRC) at White Oak in Silver Spring, Maryland. GSA has identified three objectives for the development and operation of the White Oak Golf Course. These objectives are: 1. Leveraging private sector experience, resources, and capital to manage, redevelop, and upgrade the golf course while maintaining the integrity of the FDA complex and preserving a historic resource. 2. Enhancing community outreach by facilitating interaction between private sector and local community. 3. Using the Cooperative Use Act to increase the value of the golf course to the government. This Request for Qualifications (RFQ) represents an opportunity for developers and development teams interested in being considered as the developer and operator of the White Oak Golf Course. The RFQ stage is the first stage in a two-stage selection process. The objective of this RFQ stage is to identify the most highly qualified developers based on key factors that will be outlined in this document. In the Requests for Proposals (RFP) stage, GSA will issue an RFP to the 'short-list' of qualified developers that are identified at the RFQ stage. Please note-THIS RFQ DOCUMENT REPRESENTS YOUR ONLY OPPORTUNITY TO BE QUALIFIED AND PLACED ON THE SHORT LIST FOR THE RFP. The idea to seek a private developer/operator for White Oak golf course comes at a great time for those interested in responding. It is anticipated that the potential customer base for White Oak golf course will continue to grow tremendously over the next five years. ---Pre-Submission Tours are scheduled for 10:00 a.m. on August 18 and August 20, 2004.
