NAICS Code: 56192 EPA intends to award a sole source procurement on or about August 26, 2004 to the International Life Sciences Institute (ILSI) Health and Environmental Sciences Institute (HESI) pursuant to 41 U.S.C. 253(c)(1):--Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. EPA's Office of Research and Development (ORD), National Exposure Research Laboratory has a need for technical support to jointly sponsor, plan, and execute the September 21-22, 2004 International Biomonitoring Workshop to be held at the U.S. Environmental Protection Agency's Research Triangle Park, NC location. Improved biomonitoring technologies are now being used to measure very low levels of synthetic and natural chemicals in the tissues of adults, children, and developing fetuses. These measurements show that chemicals in the environment are absorbed into the human body. However, in most cases, it is not known if this will lead to adverse health outcomes. Additionally, without information on exposure pathways, it is difficult to relate biomonitoring results back to sources of exposure and to develop effective methods for reducing exposures and risks. By working together, EPA, the International Life Sciences Institute Health and Environmental Sciences Institute (HESI), and other subject matter experts will be directly involved in a high profile international effort to extend the state of the science as it relates to biomarker use and development. ILSI HESI is a nonprofit, worldwide foundation that seeks to improve the well-being of the general public through the advancement of science. Its mission is to provide an international forum to advance the state of science on current issues of interest to the public, scientific community, government agencies and industry related to human health, toxicology, risk assessment and environmental health. HESI has a long history of sponsoring events which impartially draw upon the expertise of industry, academia, and government researchers in order to summarize current knowledge in a particular area and to make recommendations regarding the most important next steps that are required to advance the state-of-the-science. HESI is a worldwide foundation whose organizational structure facilitates access to international biomonitoring experts to participate in the workshop which is critical to the success of this effort. HESI is uniquely qualified to sponsor this workshop because they are widely acknowledged within the international scientific community as impartial advocates who work to advance environmental science research, they convened the Biomonitoring Subcommittee in October 2003 and, they have a significant history of similar successful collaborative meetings, which are all critical to the success of this effort. No other known contractor has the experience and structural organization to conduct such a workshop or provide the technical expertise within the required schedule. The final plan for the workshop must be provided to EPA in time for the workshop to be held September 21-22, 2004. No Request for Quotation is available and this notice of intent is not a request for competitive quotations. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Otelia Newsome at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. A determination by the Government not to compete this procurement based on responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, a purchase order will be placed with the International Life Sciences Institute (ILSI) Health and Environmental Sciences Institute (HESI).
