Description
NAICS Code: 541710 The U.S. EPA intends to negotiate for the National Risk Management Research Laboratory, located in Cincinnati, OH, on a sole source basis with Miami University (Ohio) Paper Science and Engineering Department for a study entitled "Use of Surface Corona Discharge Catalytic Reactor for Partial and Complete Oxidation of Waste Gas Emissions from Pulp and Paper Industry." Specifically, the project will consist of: (1) Identifying the significant pollutants in the waste gas streams of a typical Kraft mill to which the novel reactor can best be applied, (2) Developing methods for sampling and analysis of Kraft mill pollutants and verify the technique, (3) Characterizing targeted waste gas streams in the Kraft mill using mill monitoring data and by analyzing gas samples taken directly from the waste gas stream, (4) Conducting experimental studies to determine the optimum operation parameters of the novel corona reactor for the partial and deep oxidation of the predominant pollutants identified in the waste gas streams, (5) Assessing the sensitivity of the process to environmental or feed stream variables such as moisture, presence of acid gases and other pollutants, and (6) Comparing the effectiveness of the novel reactor for partial and /or deep oxidation of the pollutants in "synthetic" or laboratory-made waste gas and actual waste gas from the Kraft mill. This notice is not a request for quotations. EPA source research indicates the Miami University Paper Science and Engineering Department is the only known source able to satisfy the government's requirements. The nature of the acquisition requires a contractor that possesses the unique capability of system for generation of typical pulp waste gases, characterization of gas stream, and analysis of the desired treatment product. Miami's Paper Science and Engineering Department has a unique research and test facility for pulping and material testing studies. It's equipment includes complete paper testing laboratories, a highly instrumented laboratory papermaking machine and other pilot scale pulp and paper production equipment, a pilot coater and lamination machine, a process control laboratory, a coating laboratory, and a chemical engineering laboratory. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of fulfilling the government's requirements. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday August 27, 2004 at 2:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
