Description
NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis for the Office of Ground Water and Drinking Water Technical Support Center, located in Cincinnati Ohio, with Lake Superior State University Chemical Lab under the authority of FAR Part 6.302-1 to organize and coordinate sample collecting, cell counting, in-house analysis of microcystin (by ELISA) and cylindrospermopsin (by HPLC) and arrange for sample analysis of several positive cylindrospermopsin samples by LC/MS. The requirement includes performing ELISA microcystin assays on samples, cylindrospermopsin analyses by HPLC and sending sampples to analytical chemistry laboratories for LC/MS analyses. The nature of this acquisition requires knowledge of drinking water systems, drinking water treatment, knowledge of algal cells identification/enumeration methods, analytical chemistry and quantitation methods for algal toxins. This notice is not a request for quotations. EPA market research indicates that Lake Superior State University is the only know contractor with the appropriate level of technical knowledge necessary to conduct these analyses nationally. Since these analyses are a "national" in nature, it may take considerable time for a new contractor to become familiar with the design of the study, the analysis of microcystin and cylindrospermopsin concentrations and cell identification/enumeration of the samples. Because of their unique familiarity with this project, Lake Superior State University is the only known contractor capable of completing the requirements within the required time limitations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Monday, August 30, 2004 at 3:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541170. The anticipated award date is September 1, 2004.
