Description
NAICS Code: 541613 The U.S. Environmental Protection Agency is seeking a contractor to assist with evaluation of the SunWise School Program. The NAICS code for this requirement is 541613. The size standard is $6 Million in average annual revenues. The SunWise School Program is an environmental health education program that aims to teach children and their caregivers how to protect themselves from overexposure to the sun to avoid the risk of skin cancer and other adverse health effects. Through the use of classroom-based, and community-based components, SunWise seeks to develop sustained sun-safe behaviors in schoolchildren. Under this FAR Part 13 acquisition, the contractor shall assist in the evaluation of the SunWise Program by completing tasks such as conducting surveys, assessing the level of utilization of the SunWise tool kits and other teaching materials in schools, U.S. Science Centers, and by meteorologists, by developing study designs, and by evaluating pilot programs. A copy of the Statement of Work for this requirement will be posted to EPA's Headquarters Procurement Operations Division (HPOD) web page on or about August 13, 2004. Interested parties may access a copy of the SOW on the HPOD website: http://www.epa.gov/oam/hpod/index.htm Small businesses are encouraged to respond to this notice demonstrating the following capabilities and experience: 1) At least five (5) years experience in the development, administration, and analysis of surveys related to the effectiveness of public outreach programs in reaching targeted audiences. 2) Successful past performance with work comparable to this requirement. All responses under this criterion must include references and contact information for references listed. 3) Qualifications of key personnel who would be assigned to this project. Interested parties must demonstrate the expertise of key personnel in the following areas: dermatology, epidemiology, biostatistics, cancer control, community wide interventions, study and survey design, health education, federal government environmental health programs with an emphasis on children's health, and experimental studies. 4) Publication of research on the topics listed in criteria number 3 in peer reviewed journals. Interested small businesses must clearly demonstrate the ability to perform no less than 51% of this effort in-house. In accordance with 19.502-2(a), the Contracting Officer will determine based upon responses to this notice whether there is a reasonable expectation of receiving at least two (2) offers from responsible small businesses. Small businesses are encouraged to submit documentation that they meet the above stated criteria to the Contracting Officer no later than August 27, 2004. The Government intends to post Request for Quotation number RFQ-DC-04-00254 to the EPA HPOD website no later than September 3, 2004. If, based upon the information which has been received and evaluated by September 3, 2004, the Government does not have a reasonable expectation of receiving at least two (2) offers from responsible small businesses, the RFQ will be issued on a full and open basis. All responses to this notice are limited to ten (10) pages, single spaced, size 12 font, exclusive of resumes. Please submit all responses to this notice to the Contracting Officer at stiso.yvonne@epa.gov. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. Instructions for the submission of quotations will be included with the RFQ, which will be posted to the EPA HPOD website on or about September 3, 2004. All questions must be submitted in writing.
