Description
SCOPE OF REQUIREMENT: The Office of the Comptroller of the Currency (OCC) intends to issue a Request for Quote (RFQ) for the acquisition, maintenance, and technical support of commercial off-the-shelf (COTS) software to assist the OCC bank examiners with evaluating national banks' compliance with the Community Reinvestment Act. SYSTEM REQUIREMENTS. The CRA analysis software is to be a standalone, Windows compatible application capable of running on a laptop or desktop computer. At present, OCC computers utilize the Windows 2000 operating system and the Microsoft Office 2000 suite of applications. PERFORMANCE REQUIREMENTS. The CRA analysis software must be modular in structure and must have been designed using professional relational database management system (DBMS) techniques. It must allow a bank examiner to import bank data into the DBMS tables and to create queries and reports. Note: The bank data may be given to a bank examiner in FFIEC, Excel, DBF, or ASCII Text format. The software must provide analysis of demographic data (geography, people, housing, and employment/businesses) and aggregate lending data (HMDA and small business) for the entire U.S., including its territories and commonwealths. It must allow for the export of non-proprietary data. The software application must be updated on an as needed basis to accommodate changes in the FFIEC file specifications (http://www.ffiec.gov/cra/default.htm) or other OCC/interagency requirements. SECTION 508: Standards 1194.21, 1194.22, 1194.31 and 1194.41 are applicable to this requirement. HOW TO ACQUIRE A COPY OF THE SOLICITATION: OCC anticipates issuing the solicitation at this web site in August, 2004. The solicitation will contain the details of the requirement, the instructions for submitting a quote, and how the quotes will be evaluated. This requirement will be procured using simplified acquisition procedures under the Commercial Item Test Program in FAR 13.5. All responsible vendors may submit a quote that will be considered by the OCC. OCC anticipates awarding a contract (with a base year and four option years) in November or December 2004.
