Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This request for quote (RFQ) N00174-04-Q-0138 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 325920. Size standard 750. The offeror shall provide a firm fixed price offer F.O.B. Destination to Indian Head, Md. The Department of the Navy, Naval Surface Warfare Center Indian Head Division, intends to award multiple firm fixed priced purchase orders to commercial manufacturers of Conventional RDX or Reduced Sensitivity RDX (RS-RDX) whose representatives participated in the NATO Insensitive Munitions Information Centre (NIMIC)-sponsored Reduced Sensitivity RDX (RS-RDX) Workshop in Meppen, Germany in November 2003. The US w! ill procure varying quantities of RDX for inclusion in the NIMIC-sponsored RS-RDX Round Robin characterization effort and a US Navy-sponsored study. Based on the test requirements and funding availability, award quantities and types of RDX will vary among successful offerors. The US Navy reserves the right to award purchase orders for some or all classes and RDX types to any given manufacturer meeting the requirements of this solicitation. Product Description/Requirements: conventional RDX or Reduced Sensitivity RDX (RS-RDX) where 1. Conventional RDX is defined as RDX made from either the Bachmann (Type II) or the Woolwich (Type I) synthesis process IAW MIL-DTL-398D or STANAG 4022 (Explosives, Specification for RDX (Hexogene) and 2. RS-RDX is defined as RDX that exhibits reduced vulnerability to shock initiation in energetic PBX formulations compared to formulations prepared with Type B RDX, as defined in STANAG 4022. RS-RDX products have been shown to substantially reduc! e the shock sensitivity of cast cured formulations as measured by the NOL Large Scale Gap Test, the Expanded Large Scale Gap Test, or other internationally recognized gap test. Desensitized RDX is excluded from consideration, where desensitized RDX is defined as RDX in which any wetting or coating process has been used to desensitize neat RDX. Two particle sizes will be studied: (1) Large: Class 1 and (2) Small: Class 5. The granulation requirements for these classes are specified in MIL-DTL-398D. The following quantities of material that may be requested under this solicitation are expected to be provided by multiple manufacturers: Conventional RDX Class 1: 50 to 500 lbs. (23 to 227 kg) RS RDX Class 1: 50 to 2600 lbs.(23 to 1179 kg) RDX, Class 5:50 to 500 lbs.(23 to 209 kg) Manufacturer Requirements: 1. Manufacturer shall be a commercial manufacturer of some or all of the types of RDX defined in this requirement. 2. Manufacturer shall supply full quantity of any given type of RDX (large or small particle size, conventional or reduced sensitivity) material from a single lot of material. 3. Manufacturer shall provide a cost estimate in United States currency, using their unit-of-issue, that best meets or exceeds (a) the minimum quantity and (b) the maximum quantity requested in this solicitation. The manufacturer shall also provide cost proposals, in unit-of-issue increments, between the minimum and maximum quantities. These cost estimates are to include shipping F.O. B. Destination. 4. Along with the submission of a cost quote, the manufacturer shall submit Material Safety Data Sheets (MSDS) for all offered products. 5. Manufacturers are asked to submit pricing proposals for all of the above-defined products that they produce. Conventional product lines of interest include Type I RDX, Type II RDX with 5 - 10 percent of HMX contaminant (instead of 5 - 17 percent allowed by specification) and Type II RDX with less than 5 percent HMX contaminant. 6. Manufacturer shall specify how Class 5 materials are manufactured to meet specified particle distribution for Class 5 RDX. 7. Manufacturer shall provide certification sheets with particle size distribution or sieve analysis for available lots of RDX to Indian Head Division, NSWC prior to shipment. For Class 1 RDX material, NSWC is looking to maximize the quantity of material falling within the particle size range of 150-300 microns. Within 3 weeks after receipt of Certification Sheets from Manufacturer, NSWC will select which lot of material is to be delivered. 8. Manufacturer shall provide a POC for a United States safety survey. Awards shall be made to those manufacturers who successfully meet the evaluation criteria. Awards will be limited by the testing needs of the Government and funding. Evaluation Criteria: 1. Manufacturers and/or their representative must have participated at the NIMIC RS-RDX Technical Meeting in Meppen, Germany, Nov 2003. 2. Reasonableness of proposed costs and availability of funds. 3. Projected delivery in time to meet program objectives. 4. Manufacturer?s capability to provide requested materials. 5. Demonstrated history of RS-RDX processing capability. 6. Availability of published data for RDX and RS-RDX products and/or formulations. 7. Material Safety Data Sheets (MSDS) shall be submitted for all products being offered. Delivery Terms: 1. Provide particle size analysis or sieve analysis for available lots of RDX in the specified classes prior to material shipment for lot selection. 2. Ship all RDX alcohol/water wet (unless other shipping terms are negotiated for cost or schedule considerations). 3. FOB Destination: Explosive Scales, NSWC Indian Head Division, MD (unless other shipping terms are negotiated for cost or schedule considerations). 4. Required Delivery Date for RDX material: 120 days after date of contract. The following FAR clauses are applicable to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003). The following DFAR clauses are applicable to this acquisition in regards to hazardous deliveries and are incorporated by reference in this solicitation: 252.223-7001, 252.223-7002 and 252.223-7003. All responses must be submitted in English and in United States Currency. Responses must be received no later than 3:00 p.m. EST on 23 August 2004.
