Description
The Naval Air Systems Command intends to negotiate a firm fixed price follow-on contract (to Contract N00019-00-C-0235) with Lockheed Martin Naval Electronics & Surveillance Systems - Undersea Systems (LM NE&SS-US) to procure up to 69 AN/USQ-78(V) Acoustic Upgrade Units, seven trainers, 53 Retro-fit Upgrade kits and engineering services for the P-3C Update III aircraft. At its highest level, the AN/USQ-78(V) Upgrade Kit is defined to contain the Display Control Unit/Analyzer Sub Unit developed under the P-3C Block Modification Upgrade Program (BMUP), two Color High Resolution Displays (CHRDs) common with Anti-Surface Warfare Improvement Program (AIP), two Programmable Entry Panels (PEPs) common with AIP, and delivery of necessary computer programs on suitable media. The P-3C Update III USQ-78(V) Retro-fit Upgrade Kit is defined to include a modified/replacement E1 electronics rack; parts, materials and assemblies as may be required to modify racks for the installation of CHRDs and PEPs; and any new or modified interconnecting cabling required for proper system operation. The anticipated period of performance (if all options are exercised) is from January 2005 through December 2009. Under this effort, the contractor will: 1) Manufacture new units and kits; 2) Perform subsystem integration and verification efforts; 3) Provide material, equipment, and data required to satisfy P-3C Update III USQ-78(V) Integrated Logistics Support (ILS) Logistics Management Information (LMI) requirements; 4) Provide technical support and problem resolution during the period of Government conducted Integration and Regression Testing; 5) Provide technical support and data during production and aircraft installation; and 6) Provide plans, data, testing, analyses, reports, and other efforts attendant to the preceding tasks. This action will be negotiated on a sole source basis with LM NE&SS-US under the statutory authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). LM NE&SS-US is the designer, developer, and sole manufacturer of the AN/USQ-78(V) Acoustic Processor being used in the P-3C III aircraft and is the only known source with the knowledge, specialized experience, and technical data necessary to perform this effort in a timely and cost effective manner within the required schedule constraints.
