- The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment and all other items needed to plan and ensure effective and economical performance, repairs, adjustment of, and test of all plumbing fixtures and associated pipe as specified throughout Rock Creek Park. A tentative date has been set for a mandatory preproposal conference at the Rock Creek Park Maintenance Yard, 5000 Glover Road, NW, Washington, DC on Friday, August 27, 2004 @ 9:00 am. Please contact Paul Bowman 202-895-6063 or Benny Goodman 202-895-6017 with your intent to attend this meeting. Only those who attend the meeting will be considered. Proposals will be evaluated on the following criteria in descending order of importance: 1- Professional reference and experience(20points); 2-Professional qualifications, training and workforce(20points); 3-Price(20points); 4-Methodology(15points); 5-Equipment(10points); 6-Products(5points); 7-Safety(10points) NOTE* A SOLICITATION WILL FOLLOW WITH A BRIEF NARRATIVE OF EACH CRITERIA LISTED) Award will be made on a "Best Value" basis in accordance with the Evaluation Criteria listed above which are weighed according to their importance. A "Best Value" is defined as the offer that results in the most advantageous acquisition decision for the government. The solicitation will be issued electronically on the Dept. of the Interior's National Business Center (NBC) Website at http://ideasec.nbc.gov. All proposals must be mailed or delivered to Rock Creek Park, 3545 Williamsburg Lane, NW. Washington, 20008 attn: Diane Austin, by September 17,2004 close of business, please reference:RFP(Plumbing) N3450050001. Propective offerors desiring to conduct business with DOI are requested to register at the NBC site. The Federal Acquisition Regulations (FAR) 2001-16 requires all contractors to be registered in the Central Contractor Registration database prior to any award. This solicitation has a 4 year option.
