Description
The National Park Service (NPS) plans to issue a service contract for the operation and maintenance of the free shuttle bus system, known as the Visitor Transportation System (VTS) in Grand Canyon National Park. The system has been in operation since 1974 with year round operations since 2000. The anticipated change over date to the new contractor is expected to be between 2/1/05 and 3/1/05. Bus drivers and supervisors of the new contractor will be required to attend one week of NPS-provided training prior to the actual changeover date. The contractor will be paid for the operation and maintenance of the Government furnished vehicles based on hourly billing rates for bus drivers and mechanics. The contractor will be reimbursed for the actual cost of repair parts installed. All other contractor expenses (including but not limited to supervision and management staff, utilities, cleaners and fuelers, bookkeepers, equipment and tools, vehicles needed other than visitor transit vehicles) should be included in the contractor's proposed billing rates for bus drivers and mechanics. The contract term will consist of a base period of one year and four one-year option periods. The VTS currently consists of four transit routes, operating from approximately one hour before sunrise to approximately one hour after sunset, with the exception of the Village route that will run later in the evening. The Government furnished vehicles consist of eleven 40' diesel powered buses, nine 40' compressed natural gas (CNG) powered buses, seven 26' liquefied natural gas (LNG) powered buses, one 26' step-van, and ten passenger trailers. The contractor will be the primary user of an LNG and L/CNG fueling station. The NPS plans to have only alternative-fueled buses in the future. The NPS will provide a compound and garage for storage and maintenance. The contractor will be required to adhere to the requirements of the Service Contract Act and the associated Department of Labor wage determinations. It is currently anticipated that a formal solicitation for the above indicated contract will be issued on approximately 8/27/04 and a pre-proposal conference will be held at the site on 9/8/04.
