Description
Bureau of Indian Affairs Northwest Regional Office, Division of Forestry Management Amendment to combined Synopsis-Solicitation, Commercial Services- LOG-SCAL PROGRAM FOR FORESTRY MANAGEMENT. The purpose of this amendment is to retransmit the information in this RFQ, CHANGE the ordering office and ADD the following: The Log Scaling software will need to be compatible with both Northwest and Southwest Region Scaling procedures. The licensing should cover Northwest and Southwest Regions for the Bureau of Indian Affairs, Division of Forestry. All other terms and conditions remain the same on this RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation RMP000400011 is a request for quotes. The closing date for receiving quotes is 08/17/04 end of business day. This request for quote is unrestricted. All responsible sources may submit a quote, which will be considered. FAR 52.212.02 award will be made to the lowest responsive quote. This RFQ(request for quote) is for brand name or equal in accordance with (FAR 11.104). Substitute brands may be provided if they perform the same function. Product equal to Brand Name must be accompanied with verifiable references. The following general descriptions and minimums shall be met or exceeded: (1) Software program will collect, record, and compile individual Eastside or Westside logs by gross and net board foot volume scale in revised Scribner Dec. C. (2) Program does compile individual log information into numerous and varied printouts and reports. A few examples are: truck load, daily total, log scaler, timber sale, logger production, tree species, log sorts, etc. (3) Data collected must be electronic transportable with security features embed in the program. (4) Scribner Dec. C log scale program shall be installed on Allegro CX HPC Part 1462 and up gradable to Cubic Scale. (5) The Log Scale program will be installed on 23 HPCs so any cost for licensing shall be included in quote. (6) Program should have three header columns which contain nine to fourteen useable fields each. Header columns may be alpha code, but fields should be alpha and numeric or either code. (7) DataPlus CE module is a brand name or equal description with following salient characteristics: Ability to customize user program code on PC and load onto handheld. Data entry columns/fields can be hardwired, by purchaser only, changes not allowed. User programs include calculations, reporting, and controls on data flow. Error checks for each field or column or between related field/columns. Automated data entry functions and ability to turn on or off. Missing data check with an audible alarm. Works with a full set of function keys. Written and illustrated software user manual. Log Scale data transferable by wire communications. Accepts and incorporates input from external serial devices. Serial devices allow sensor input, such as, Smart Bar Code Wands & Scanners. (7) The program should be already developed, tested, available, and in use by a variety of different entities. Those entities should include, several of the following: US Forest Service, Bureau of Land Management, Bureau of Indian Affairs - Agency level, Third Party Log and Scaling Bureaus, Tribal Enterprises or governments, and private industry. The following Far clauses are applicable and this synopsis/solicitation incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC #2001-24(b)). Far 52.102 incorporating provisions and clauses by reference applies to this contract. FAR 52.212.01, FAR 52.212.02, FAR 52.212.03, FAR 52.212.04, FAR 52.214.31 applies to this contract. FAR 52.212.05 applies to this contract with the following clauses marked, FAR 52.222-3 FAR 222.19, FAR 52.222.21, FAR 52.222.26, FAR 52.222-36,FAR 52.225.1, FAR 52.225.13, FAR 52.232.33, FAR 52.232.36. Vendors who do not accept Government Master Card must be registered in the Central Contractor Registration website in order to receive contracts and purchase orders from the Department of Interior Bureau of Indian Affairs FAR 52.212-01(k).
