Description

Contractors may view and/or download this solicitation and all amendments from the Interne t after solicitation issuance. Description of work: This solicitation is for the design, permitting, site preparation and construction of the total renovation of Kennedy Hall, a one story 72,236 sq ft structure with basement at Ft. Bragg, NC. The facili ty will be demolished to the structural system, and the interior space will be reconfigured to provide general-purpose classrooms and administrative space. All systems within the building will be replaced to include heating and air-conditioning, plumbing, electrical, communications, and fire protection. Supporting facilities include replacement of water, sanitary sewer, high temperature hot water and cooling piping, landscaping, and resurfacing of parking areas. The project involves handling of asbestos. Accessibility for the handicapped and force protection measures will be required, including the upgrade of windows, entrances and surrounding areas. This project has a requirement of achieving Silver level of sustainable design features as measured thro ugh the use of SPIRIT or LEED. Network Analysis will be required. During Phase One the technical proposal will be evaluated using the following factors: Factor 1-1: Past Performance, Factor 1-2: Corporate Relevant Specialized Experience, Factor 1-3: Technical Approach Narrative and Factor 1-4: Sustainable Design Experience. During Phase Two a price proposal is required and the technical proposal will be evaluated using the following factors: Factor 2-1: Building Function and Aesthetics, Factor 2-2 : Building Systems, Factor 2-3: Schedule, Factor 2-4: Sustainable Design Considerations, and Factor 2-5: Management Effectiveness. Examples of Corporate Relevant Specialized Experience are design and/or new construction or renovations of headquarters, cla ssroom buildings or office buildings with at least 10,000 sq ft valued at least $5 million. The project will be solicited and procured using a Two-Phase Design Build Request for Proposal (RFP) in accordance with FAR 36.32. No more than five Offerors will be invited to participate in Phase Two. The Government anticipates Phase One documents will be issued on or about 31 August 2004. Options may be included. The contract issued will be Firm Fixed Price. The magnitude of construction is more than ten mil lion dollars. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on the Internet at http://ebs.sas.usa ce.army.mil. Proposals for Phase One will be due on or about 30 September 2004. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
