Description
Dept of Army, CECOM, AMSEL-AC-CC-RT-F, Ft. Monmouth, NJ 07703-5000 UNCOOLED B-KIT (UBK) DEVELOPMENT (PHASE II) The U.S. Army Product Manager Forward Looking Infrared (PM FLIR) intends to solicit proposals, on a full and open competitive basis, for the Phase II Development of the Uncooled B-Kit (UBK), Solicitation Number W15P7T-04-R-J293. The UBK is an infrared ima ging module intended to be used in a wide variety of thermal devices such as the Driver??????s Vision Enhancer (DVE), thermal weapon sights, head-mounted thermal imaging systems, Future Combat Systems (FCS), Situational Awareness Sensor Suites, missile see ker systems, Unattended Ground Sensors (UGS), and physical security systems. This announcement pertains to the Government??????s plans to award up to three cost-plus contracts with a 12-15 month period of performance for the UBK Phase II program. The overall purpose of the Uncooled B-Kit Program is to define, develop and procure common infrared (IR) sensor modules to be used in the widest possible range of equipment/systems that require uncooled IR detection and imaging subsystems. Equipment/syst ems that now use different uncooled IR technology solutions will then be able to share a common IR detector module without sacrificing system performance. This specific procurement represents the second of three phases. Phase I, currently on-going, is a Risk Reduction Demonstration (RRD) with the following goals: validation of the Interface Control Document (ICD); and qualification of performance and command & control via bench-level demonstration and test. The second phase continues the RRD with the fo llowing objectives: validate and verify the electro-optical performance, environmental robustness, reliability at the camera-level (per the performance specification); validate and verify the electronic, mechanical and optical interfaces (per the ICD); a nd demonstrate UBK camera-level interchangeability. Further, Phase II will focus on the ??????U3?????? configuration as defined in the performance specification and ICD Phase III is planned to entail system-level (e.g. DVE, FCS) integration and qualificat ion testing. For planning purposes, UBK Phase II final RFP release is planned for Oct 2004. PM FLIR and US Army CECOM will host an open session Industry Conference at PM FLIR, 10221 Burbeck Rd, Fort Belvoir, VA 22060 (Kelly Conference Room, 2nd Floor, Bldg 399) to address UBK Phase II requirements and solicit industry feedback on the Draft RFP. The date will be posted to the IBOP at a later date. The meeting will consist of a general briefing to all attendees following by one-on-one meetings with interested prime offerors (potential subs should coordinate with primes). The schedule for the In dustry Day is as follows: 0900 ?????? 1000 General Briefing; 1000 ?????? 1050 One-on-One Session A; 1100 ?????? 1150 One-on-One Session B; 1300 ?????? 1350 One-on-One Session C; 1400- 1450 One-on-One Session D (if necessary); 1500 ?????? 1550 One-on-One S ession E (if necessary). Each potential offeror is limited to a maximum of five (5) attendees.
