Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is ??????Subject to the Availability of Funds??????, all funds are contingent upon Congress enacting appropriations. This requirement is for a Base + 4 Option Years. Statement of Work ACS Family Advocacy Program BACKGROUND INFORMATION a. The Family Advocacy Program (FAP) mission is the prevention, identification, reporting, investigation, and treatment of child and spouse abuse. b. Army Community Service (ACS) FAP is resourced to provide prevention, education, and awareness services for the installation. c. AR 608-18 requires annual education for all soldiers about the dynamics of family violence, availability of prevention and treatment services, and the Army??????s policies regarding family violence. This contract position will primarily focus on the d uties required to facilitate and coordinate spouse and child abuse awareness classes to appropriate personnel. Additional prevention classes may be required based on the installation??????s need. Services provided will be IAW AR 608-18. OBJECTIVES a. To provide Troop Education on Family Violence Awareness, and other related programs upon request from units, commanders, or the Family Advocacy Program Manager, to all Fort Carson units and their soldiers annually. b. To provide other adult education programs that are required prevention FAP programs per AR608-18, to include: commander education, education for professionals, spouse abuse prevention programs, and family life education. c. Assist FAP clients in obtaining family objectives by providing information and resources. STATEMENT OF WORK. Contractor will work based on the need, to provide classes for the installation. Contractor may work in the range of 20 to 40 hours a week based on the need to deliver the below listed services. Services will be provided Monday throug h Friday from 0800-1700. Some evening and week-end classes may be required. a. Provide classes in the education and prevention of spouse and child abuse to each military unit annually. b. Contact each unit trainer directly to schedule the annual spouse and child abuse mandatory awareness training requirement IAW AR 608-18. c. Maintain statistical records on classes conducted. Provide statistical input weekly for the SITREP and monthly for the FAP portion of the ACS Management Report to the COR/Family Advocacy Program Manager. d. Assess post-wide Family Advocacy troop education and training program needs in order to make improvements in service delivery. e. Provide assistance in the facilitation of other prevention programs such as Prevention and Relationship Enhancement Program (PREP), A Couples Journey, Seven Habits of Highly Effective Families/Marriages, special FAP events, Family Readiness Group and /or Rear Detachment presentations, Boot Camp for New Dads and other fathering classes, Family Life Skills classes, parenting classes (e.g. Cooperative Parenting & Divorce, Raising Kids in Troubled Times, Living With 10-15 Year Olds), Sexual Assault Prevent ion classes ,or other programs as needed by the Family Advocacy Program. PERFORMANCE OF WORK a. The non-personal services herein called for are to be performed at various locations on Fort Carson and the surrounding community. b. Performance will normally occur during Army Community Service??????s established hours of operation, 0730-1615, Monday-Friday. MINIMUM QUALIFICATIONS. a. Have at least two years experience teaching or facilitating educational classes to military personnel or families. b. Have demonstrated knowledge of spouse and child abuse dynamics. c. Have two years experience providing social services to soldiers and families in a military community or setting. d. Have a Bachelor??????s Degree from an accredited college or university in a social/human service field. ADMINISTRATION a. All information, training materials, publicity, and records pertaining to the contracted service will be the property of the U.S. Army. b. The United States Government may provide to the Family Advocacy Trainer training in Family Advocacy Programs and concepts. c. The United States Government will provide space in which to conduct troop education and other prevention classes, office supplies, commercial class A telephone access, office equipment to include desk, chair, use of computer, training equipment such a s projectors and VCR, graphic support to prepare training aids and publicity, and copy reproduction services. The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include addenda to the provision. FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, FAR Clause 52.212-2, EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1)Technical, (2) Past performance and (3) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly un balanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the of fer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
