Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart Part 12.6 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is FA7000-04-T-0050 and is issued as a request for quotation(RFQ), NAICS Code 562910, SIC Code 1799, Size Standard $12M. This requirement is being solicited as unrestricted and all capable contractors are encouraged to submit offers. The requirement is for the following: The contractor shall provide all necessary resources to ensure the painted numbers ?04? are removed from the face of the rock known as Eagle Peak. Eagle Peak (elevation approximately 8,000 feet) is located at the back of the U.S. Air Force Academy. From parking, the hike is about 2 miles. No vehicles beyond this point. All equipment must be carried and hiked-in. The trail is difficult and rigorous and the hike can take approximately 2-3 hours to reach the graffiti. To reach the location you must hike over two false summits both of which must be traveled over before reaching the site. This work can be dangerous, therefore an experienced hiker and mountain climber is desired. The numbers ?04? is painted on the face of the east side of the mountain. The area can be accessed by taking the Eagle Peak Trail to the top of the peak, descend down a rocky ridge to an area near the graffiti. The Eagle Peak trail takes off from the dirt road to Paul's Pavilion, west of the Visitor's Center, and quickly enters US Forest Service property. The contractor shall submit to the contracting officer a plan describing how they propose to remove the numbers ?04? painted on the rock. The plan shall include how the contractor will gain access to the site, how removal will be done, safety precautions to be taken, and products and/or equipment to be used. The plan must receive contracting officer?s approval prior to being implemented. After contract award, any deviations from the plan must be approved in writing by the contracting officer. There is no requirement to collect paint chips after removal. There are no known fuel or machinery restrictions for the site, which is part of forested Pike National Forest belonging to the U.S. Forest Service. The contractor shall have a spark arrestor on any equipment used that could/would ignite a spark. The contractor shall also have at least one fire extinguisher readily available for use. All work shall be performed during daylight hours and work must be completed by 10 September 2004. There will be no Government furnished property and/or services provided. The contractor shall remove the numbers ?04? painted on the rock such that the numbers cannot be read at all. To the best of the Government?s knowledge, the paint is water based and the letters are approximately 25?x25?. CLIN 0001 Please fill in: Unit Price $__________Extended Price $_______________. Government transportation will be provided from the Visitor Center to the starting point of the hike and will depart promptly at 8:00am. The site visit will include a 2-mile (approx) hike up the mountain to the graffiti site. Participants should be in good physical condition and wear appropriate hiking apparel and shoes. It is recommended that participants bring water to drink.
