- Description
- The Department of Veterans Affairs requires contract support for its' Telecommunications Modernization Project (TMP) to optimize its existing telecommunications services into a national integrated services platform. The TMP will provide a state-of-the-art telecommunications infrastructure that will improve telecommunications performance, while providing consistent levels of service across all VA business lines, at competitive prices. The TMP is based on the use of the FTS2001 contract vehicle as the basis of service delivery to VA business lines. The TMP recognizes that the current VA telecommunications services management approach no longer meets the needs of their constantly changing and expanding environment. Furthermore, the VA believes that accountability for telecommunications costs is needed to meet the requirements of the VA Chief Financial Officers (CFO) Act of 1990, the Government Performance and Results Act (GPRA), the National Performance Review (NPR), and the Federal Accounting Standards Advisory board (FASAB). In order to set the stage for future investments in telecommunications technologies and to provide the level of support service required to VA customers, the VA must manage existing telecommunications assets more effectively before further investments are made. Therefore, the VA has decided to acquire an enterprise-wide, state-of-the-art Telecommunications Operations Support System to ensure that telecommunications infrastructure supports established business needs including: The ability to manage telecommunications assets; better service order management; improved telecommunications expense management; recommendations for optimizing services and assets; circuit provisioning and engineering; reporting capabilities and user training.
