This requirement will be a full and open competition with a ten percent evaluation preference going to all small disadvantaged businesses. The contract shall insure $50,000,000 worth of art, properties or items displayed at (and in transit to and from) Department of State properties worldwide. The art, properties or items insured under this contract shall be insured at all times from the commencement date of the contract until expiration. This requirement will be a full and open competition with a ten percent evaluation preference going to all small disadvantaged businesses in accordance with FAR Clause 52.219-23. This is not a request for proposal. The Government intends to release the Request for Proposal on or about July 22, 2004 as a modification to this Synopsis.
