Description
The Department of Labor, International Child Labor Program, is seeking services from qualified professionals under Request for Proposals number DOL049RP10014. This inotice amends the initial notice and amendment previously issued. The entire notice and attached documents have been published on the Federal Business Opportunities website; applicable documents must be downloaded from the website and will not be provided by DOL. This requirement is 100% set-aside for small businesses under NAICS 541720, size standard of $6 million. A Statement of Work and complete solicitation provisions, including proposal preparation instructions and evaluation factors under Sections L and M, are included in the attached documents. This notice provides the following additional questions and answers: Q: Does "doing all the logistics to facilitate the travel of existing ICLP project implementing" require that the contractor pay all travel costs and directly-associated costs (airfare, train, hotel, per diem, visas, taxi, etc.) or just providing the logistical support of scheduling flights, booking hotel rooms, getting clearances, and making arrangements for local transportation while at the annual meetings? A: The contractor needs to do all the logistics and pay for all travel costs for a select group of grantees. This cost will be reimbursed to the contractor afterwards by the DOL, by means of submission of an invoice to the DOL and payment thereafter. The amount has been estimated on what DOL paid in the past when DOL did this in-house. Q: Does the contractor have any responsibility to coordinate and pay for the costs associated with the two annual meetings such as refreshments, facility, equipment and directly associated costs? Are the meetings to be held in DOL facilities? A: Yes, the contractor is in charge of this coordination and associated costs. The 100,000 was an estimate for only ONE annual meeting for organizations implementing ICLP projects. The meetings have been held in both DOL and outside facilities. Space is an issue. With sufficient time, we can find facilities at DOL to accommodate participants and we will attempt to do so this year, fur the contractor should budget for 100-125 persons notwithstanding. It could rise to 150 in subsequent years. If the contractor is proposing another meeting for exchange of best practices that could be another meeting held in the same year, but would require a separate budget apart from the $100,000. The total amount would depend on the number of participants. The date and time for submission of proposals is unchanged.
