- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. Request for Quotation (RFQ) Number 2004 0141240 is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. This RFQ is non restrictive. The North American Industrial Classification System (NAICS) number is 334516. The RFQ incorporated provisions and clauses that are in effect through the Federal Acquisition Circular 2001-24. The Federal Bureau of Investigation intends to award a Brand Name or Equal, Firm Fixed Price type contract. If items called for in the RFQ are identified by a "brand name or equal" description, the identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products will be considered if such products are clearly identified in the quote and are determined by the FBI to meet fully the salient characteristic requirements of the products. Unless the vendors clearly indicate in their quotes that they are offering an equal product, the quotes shall be considered as offering a brand name product. The item(s) is as follows: Brand Name: one (1) each - Coherent ? Verdi 10 Diode Pumped Laser Incriminator 10 Watt Portable Forensic Laser System. Salient characteristics: 1) Adjustable Power up to 10 Watts; Wavelength: 510 to 540 nm ; Air cooled; Continuous wave; utilizes standard wall outlet ? 110v; No outside water source required; Weight: not to exceed 180 lbs; Permanent aligned optics; Fiber optic delivery; Battery backup system; Transport Cart; Installation and Setup to include removal of all trash, cartons, etc from site; Training: on-site for FBI personnel; Trade In consideration for a non-working Spectra Physics Laser and removal from site; Warranty: Most favorable commercial warranty and should be stated in response to this RFQ; Packaging: Equipment shall be preserved and packaged in accordance with standard commercial practiced for equipment for this nature in order to avoid any damage in shipment. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonable available to the purchasing activity. The government reserves the right to request product demonstration that can be tested for compatibility with existing Coherent systems. The Government will not pay for any information or sample(s) received or for any costs involved in demonstration of an equal product. Quotations may be opened at an off-site facility for security/safety reasons and will be resealed and forwarded to the appropriate person. As a result of this, delays may occur in the receipt of your quotation therefore, your quote should be faxed to 202-324-0570. Offerors are to include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications--Commercial Item and a completed Standard Form (SF) 1449, with their quote. The Government reserves the right to award this Contract without discussion. FOB: Destination to the FBI, Quantico, Virginia 22135. Delivery of items shall be 60 days after receipt of order.
