- Description
- The National Oceanic and Atmospheric Administration's Coastal Services Center (Center) has a requirement to map benthic resources within the Apalachicola Bay system. The requirements include a broad-scale, high-resolution acoustic survey to map the location and distribution of oyster resources and to develop bathymetric data for the bay. The data will be used to update oyster maps based on historical surveys, to update historical bathymetry data for on-going hydrodynamic modeling efforts, and to examine bathymetric changes over time. The contractor shall provide high-resolution acoustic data for all or a portion of the designated area. Data collection shall occur between 10/1/04 and 3/31/05. Deliverables shall include digital oyster data in ESRI-compatible vector format; digital side-scan sonar mosaic in ESRI-compatible raster format or geo-referenced image format; digital bathymetric data in ESRI-compatible vector and raster format; FGDC-compliant metadata for all data and imagery in ASCII text format. Final report shall include project narrative, including complete processing documentation for each data set, how the data were derived and merged to produce the mosaic, field record, verification procedures, and descriptive summary of the products. The acquisition shall be a cascading small business set-aside. Because this is a cascading small business set-aside, all business sizes are invited to respond. However, if at least two small businesses submit acceptable proposals, then the procurement becomes a small business set-aside, and only the proposals from the small businesses shall be evaluated. All other proposals will be excluded. To qualify as a small business under a small business set-aside, the offeror must be a Small Business under NAICS code 541360. The period of performance will be from date of award through 12 months thereafter. Potential contractors must be registered in the Central Contractor Registry (CCR) to be eligible for award. The CCR Internet web site is: http://www.ccr.dlis.dla.mil. The competitive Request for Proposal (RFP), specifications, attachments, RFP amendments, and all questions and answers related to this acquisition shall be made available via the Internet at http://www.fedbizopps.gov under solicitation number EA133C-04-RP-0036. The RFP is anticipated for release on or about August 24, 2004, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. No written solicitation document is available, telephone requests shall not be honored, and no bidders list will be maintained. It is requested that an email be sent to the contract specialist if the solicitation is downloaded from the FedBizOps site.
