Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Narragansett, Rhode Island, is issuing notice of intent to negotiate a sole source procurement with Chelsea Technologies Group, to reconfigure, refurbish, and calibrate NMFS NuShuttle Oceanographic Sampler System. NMFS is responsible for conducting monthly transects of Narragansett Bay and conducting cruises in continental shelf areas, in which the NuShuttle is used to support this program. This system is used to carry a large suite of oceanographic samplers; CTD-Fluorometer, Fast Repetition Rate Fluorometer (FRRF), Optical Plankton Counter, PAR Senor, Dissolved Oxygen Electrode, and Continuous Plankton Recorder (CPR). It is imperative for the continuation NMFS mission that this service be provided. Chelsea Technologies Group is the original supplier of this equipment, and the only known source available. The solicitation will be issued on or about August 30, 2004. The statutory authority for other than full and open competition is 41 USC (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by August 26, 2004. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
