- This is a notice of intent to award a sole source contract to the College of Marine Science, University of South Florida (USF), St. Petersburg, Florida. USF has been identified as the only source that can provide the necessary services to conduct a multibeam sonar mapping and swath bathymetry and acoustic backscatter data of ?The Edges?, a 240 Nautical Square Mile Area on the West Florida Shelf. Through previous contracts, USF provided substantial mapping of the regions of the west Florida shelf that include the Dry Tortugas, Pulley Ridge, the Florida Middle Ground and a section of the Madison-Swanson gag grouper protection area. The work and services required must be completed by 31 December 2004. The intended acquisition is for supplies for which the Government intends to acquire from one source under the authority of 41 USC 235 (c)(1), Only One Responsible Source. This synopsis is not considered a Request for Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for future procurements. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a contract to USF, whichever is determined to be more advantageous to the Government, without further notice. All interested parties must respond to this announcement within ten (10) calendar days of its publication. All responses must be in writing and state its name, telephone number, business size and a brief statement regarding its capability to provide the services.
