Description
The Department of Commerce, National Oceanic and Atmospheric Administration, Central Administrative Support Center has a requirement for the National Marine Fisheries Service (NMFS) Southeast Fisheries Science Center in Miami, FL for conducting community profiles to satisfy the legal requirements of the Magnuson-Stevens Act (MS), particularly National Standard (NS) 8, National Environmental Protection Act (NEPA) and the Executive Order (EO)12898, Federal Actions to Address Environment Justice in Minority and Low-Income populations. The first objective is to conduct community profiles in eastern Puerto Rico, including the Islands of Culebra and Vieques to satisfy the legal requirements of the MSA, NS8, NEPA and EO 12898. For the purposes of this study, eastern Puerto Rico encompasses all communities found between the municipalities of Arecibo and Ponce and the island of Culebra and Vieques. The study does not include the municipalities of Arecibo and Ponce. Contractors will use Government approved survey instruments to collect the social, cultural and economic data, however, they can propose additional methods to identify fishing communities and examine issued of engagement and dependence. The second objective is to conduct a socio-economic evaluation of the performance of marine reserves off the east coast of Puerto Rico, namely the Reserva Natural del Canal Luis Pena (Culebra Island), Laguna del Condado and Marine Conservation District (US Virgin Islands), on fisherman residing in Puerto Rico. Period of performance will be from the date of contract award through December 30, 2005. Proposals submitted in response to an RFP will be evaluated based previous sociological anthropological research experience for fisheries and fishing communities, preferably in the Carribean; experience in identifying and/or profiling fishing communities; a proposed working plan and timeline; familiarity with theoretical and /or empirical literature regarding sociological and anthropological research on fishing communities; ability to interview hard-to-find and reluctant respondents; experience in accessing and using Census data; using GIS and/or other graphical software to provide research results in mapping formant and using anthropological software such at Atlas.ti; familiarity with various legal mandates and agency guidelines that frame the NMFS social regulatory impact analyses such as MSA, EO, NEPA on research experience.
