- This synopsis announces the final decision of the Standard Competition under OMB Circular A-76 (Revised) dated May 29, 2003, for the Retiree and Annuitant Services (RAS) Branch of the Personnel Service Center, Topeka, KS to continue to perform the activity in-house. The public review period was from June 30, 2004 through July 30, 2004. No responses were received.
