Description
Contractor shall provide information technology (IT) support services for the Continental United States (CONUS) – Theater Network Operations and Security Center (C-TNOSC), United States Army Network Enterprise Technology Command/9th Army Signal Command (NETCOM/9th ASC) at Greely Hall, Building 61801, Fort Huachuca, Arizona as the primary place of performance. The C-TNOSC supports CONUS Army networks and systems as Installation Support Modules (ISMs), Army Internet Gateways and Army Regional Tran sition Network (ARTNET); provides the CONUS Army operational support to ensure consolidated, protected, coordinated, and properly configured information networks and systems; serves as the Army’s worldwide Domain Name Manager and Public Key Infrastru cture (PKI) Registration Authority for Army web servers and networked devices; provides systems administration, database administration, and application management in support of the Program Executive Officer, Enterprise Information Systems (PEO, EIS); mana ges the Terminal Server Access Control System (TSACS) and the Army Top Level Architecture (TLA) on each CONUS Army installation; and manages wide area network (WAN) connections, performs network administration, and monitors CONUS Army installations for ne twork intrusions. Contractor shall provide personnel to perform technical support services for the following requirements: Installation Support Modules, Information Assurance, Domain Name Service (DNS), Public Key Infrastructure (PKI), Terminal Server Ac cess Control System, Web Development and Maintenance, NIPRNET Operations, Virtual Private Networks, Proxy, Servers, Infrastructure Management Support, Database Support, and Active Directory. The Contractor shall provide all personnel, personnel administra tion, personnel management, training, facilities, and services in support of the identified requirements. Contractor personnel shall support the mission by analyzing, diagnosing, and resolving a variety of network and security problems for all supported c ommands and agencies; and shall monitor, report, and resolve trouble tickets and develop procedures to resolve network problems and security issues. The Contractor shall provide an interface between Army CONUS Tier-2 users and the C-TNOSC, and coordinat e with the Regional Computer Emergency Response Team (RCERT) and Army Department of Defense (DOD) customers worldwide to gather information updates required by C-TNOSC analysts. The anticipated period of performance is a base period, plus two one-year opt ions commencing on August 1, 2004. The contract type intended is Indefinite Delivery/ Indefinite Quantity (IDIQ). This acquisition will be Set Aside for Small Business. The Government intends on applying the North American Industry Classification System (NAICS) code 517110, Wired Telecommunications Carriers (SIC Code 4813), size standard 1500 employees in accordance with FAR 19.102. A SECRET facility clearance granted by the Defense Industrial Security Clearance Office (DISCO) shall be required prior to performing any part of the contract.
