Description
The Propulsion and Power Department, Electrical Power Systems Division (EPS), located at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD requires engineering, technical, administrative, operational, maintenance, repair, and calibration support services for the Propulsion segment of the Propulsion and Power Department (AIR 4.4.).The AIR 4.4 department of the Naval Air Systems Command is the lead activity for research and development, systems engineering and integration, engineering analysis and evaluation, test and evaluation, and in-service engineering support of Naval aircraft propulsion systems, including: air breathing engines and manned and unmanned aircraft and missiles; helicopter transmissions and drive systems; aircraft and engine fuel systems, and ground refueling systems; turbine engine fuel; gearbox, propeller and transmission oils and greases and propulsion systems performance. The period of the proposed effort is a one-year base period, and 4 one-year option years. The contract type is anticipated to be an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed Fee. Award is expected by 30 September 2004, and it is anticipated that the solicitation will be released August 31, 2004. This effort will be solicited on an Unrestricted Full and Open Competition basis. The North American Industry Classification System (NAICS) for this effort is 541710. This synopsis provides for the procurement of efforts initially synopsized under Sources Sought Synopsis, N00421-04-R-0082. It should be noted that efforts originally synopsized under the aforementioned sources sought announcement have been revamped. It has been determined to be in the Government’s best interest to issue two separate solicitation documents to accommodate the proposed efforts. This is the first of the solicitation documents to be announced. A description of the second solicitation will be announced at a later date. All personnel performing work under the proposed contract must, as a minimum, possess a SECRET clearance. Some personnel will require a TOP SECRET clearance. In addition, registration in the DoD’s Central Contractor Registration (CCR) database will be a prerequisite for receiving a contract award resulting from this solicitation. A subcontracting plan will be required for all large businesses pursuant to FAR 52.219-9 and DFARS 252.219-7003. The Navy intends to release the solicitation, including any subsequent amendments, via the Internet. TELEPHONE AND FACSIMILE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED OR RETURNED. The solicitation will be available on the NAVAIR solicitation web page located on the World Wide Web at http://www.navair.navy.mil/business/ecommerce Hard copies will NOT be available for pickup or mailing. In addition to the availability of the solicitation for downloading at this web page, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request.
