Description
The Federal Railroad Administration (FRA) is seeking qualification statements from sources capable of providing expertise in Locomotive Integration Technical Support for Train Demonstrations of Egress, Locomotive Security and the Advanced Concept Train. This requirement is in support of FRA’s Office of Research and Development. This Locomotive Integration Technical Support work for the Train Demonstrations primary objective is to demonstrate new technologies pertaining to Safety and Security. Central to this work is the use of the FRA owned GP-40-3 locomotive purchased in 2003 to demonstrate the emergency egress hatch. This locomotive built in the mid – 1980s needs to be updated for the planned demonstrations. The successful contractor will be responsible for providing the new FIRE computers used in newer locomotives. In addition, brake retrofit and Integration Support and software programming and interfaces must be utilized. In the event that another qualified source is unavailable, it is anticipated that a sole source cost type award will be made to GE Electro-Motive. A Cost price Indefinite Delivery Indefinite Quantity (IDIQ) type contract consisting of one (1) year is anticipated. Periodic meetings and reviews are anticipated for this effort and deliverables include monthly progress reports. Interested sources must submit a fully descriptive statement of qualifications by 3:00pm EST on Tuesday July 16, 2004. Qualification statements should be limited to fifteen (15) pages, including a description of organizational and individual knowledge as well as experience in performing the aforementioned tasks. Resumes for key personnel who would be assigned to perform this work should be limited to 2 pages or less and will not be included in the 15-page limit.
