Description
REQUEST FOR INFORMATION (RFI) ONLY FOR PLANNING PURPOSES. THERE IS NO SOLICITATION DRAWING PACKAGE AVAILABLE. This is a request for information only as defined in FAR 15.201(e). The government does not presently intend to award a contract, but wants to obtain information on commercially available products. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Air Expeditionary Force Battlelab (AEFB), Mountain Home Air Force Base, Idaho, is planning to conduct research that will evaluate commercial options to solve the following problem: Currently, there is a need for lightweight, transportable frame used to attach standard 2?x6? visual landing zone marker panels (orange on one side and purple on the other). At existing forward operating locations, the system will be used to mark short field landing zones. The system must be collapsible in case of aircraft strike and must be designed for quick set up and tear down. The attachment points on the panels are brass corner grommets with parachute cord loops. The specifications for the system are as follows: 1. Must be transportable in Blackhawk X-1Raptor backpacks with dimensions 16?x13?x20? with optimum fill space of 1?x1?x6?. 2. Must be compatible with C-17A VAMP system slotted panels. 3. Must be collapsible in case of aircraft strike. 4. Must be durable to withstand jet blast. 5. Stakes cannot be used to hold panel to the ground because of packed gravel with concrete stub (personnel have access to sandbags). 6. Able to rotate on a hinge point to ensure the ability to flip the panel for opposite wind changes. This is desired but not required. The AEFB is interested in Commercial-Off-The-Shelf (COTS) products that could be used as-is to solve this problem. The AEFB is seeking the following specific information from industry representatives: 1. The manufacturers suggested retail price for the commercial product. 2. The name of distributors who could sell to the Government. 3. The degree to which the product can meet or exceed the capabilities needed for the above problem. Requested information must be submitted NO LATER THAN 24 Aug 04 to Capt Dean Ramsett, Air Expeditionary Force Battlelab, 360 Gunfighter Ave, Suite 1, Mountain Home AFB, ID 83648. Early submittals would be appreciated. Capt Ramsett can be reached at (208) 828-3546. A formal solicitation MAY NOT BE ISSUED as a result of this RFI. Information provided may or may not be included in a formal solicitation. The USAF will not release any information -- marked with a Proprietary legend -- received in response to this RFI to any firms, agencies, or individuals outside the USAF without written permission in accordance with the legend.
