Description
The above Solicitation No. RA1341-04-RP-4003 has been cancelled accordinally under the provisions of FAR Subpart 14.404-1(c)(6). The U. S. Department of Commerce (DOC) needs have not changed and the requirement for a Performance Based Services Contract (FAR 37.6) for local telephone service for its Boulder Laboratories Campus located at 325 Broadway, Boulder, CO, will be reissued with a new Solicitation Number. The voice and modem bank at the DOC campus is managed by the Telecommunications Group of the National Institute of Standards and Technology (NIST). The solicitation shall be issued as a Request for Proposal(RFP, utilizing full and open competition. The NAICS Code is 517110, and the small business size standard is 1,500 employees. NIST is located at 325 Broadway, Boulder, Colorado, 80305. The 325 Broadway site is a multi-building campus served by a Nortel Option 81C switch. Approximately 2,500 people work at the site. Primary Rate Interface circuits, T1 lines, 1FB's and 40 Off Premise Extensions (OPX) lines make up the bulk of the voice service. The site participates in the Boulder Research Area Network (BRAN). In addition to NIST, DOC agencies represented on the campus include the National Oceanic and Atmospheric Administration (NOAA) and the National Telecommunications Information Agency's Institute for Telecommunications Science (NTIA/ITS). In addition to research, the switch services operational entities, such as the NIST Atomic Clock and the NOAA Space Environment Center (solar forecasting), of critical importance to national defense, safety of space personnel and global satellites, and financial activities in the U. S. and worldwide. The solicitation work statement will be performance-based, emphasizing system reliability and billing accuracy among other performance measures, for a base period and four (4) option years.
