Description
This synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement requests quotations and constitutes the only solicitation; a paper solicitation will not be issued. Request for Quotation (RFQ) Number SECHQ1-04-Q-0085 shall be referenced on any quotation. This solicitation is being issued under the Simplified Acquisition Procedures (SAP), FAC-22 and 23 for full and open competition and is unrestricted. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a one-year Firm Fixed Price Purchase Order. The U.S. Securities and Exchange Commission?s (SEC), Office of Information Technology (OIT), requires on-site iConect /Concordance instructor-led, hands-on introductory end-user software training for commercial off-the-shelf (COTS) software products that SEC personnel utilize to perform common litigation support functions. B.1 Initial Training Classes. The contractor shall conduct a two-hour introductory session twice each day between 9:00 a.m. and 5:00 p.m., local time, on successive days for the number of days and at the locations shown in the following table in CLINs 0001 through CLIN 0007. A maximum of 20 students per class shall be trained. B.2 Additional Training Classes. To accommodate new hires and employees who may have missed the initial training, the contractor shall conduct additional sessions of the same two-hour introductory classes twice each day between 9:00 a.m. and 5:00 p.m., local time, on successive days, if the SEC requires classes on more than one day, on a schedule and at a location to be determined by the SEC. The SEC will provide the contractor with two weeks notice before an additional class is scheduled. Additional classes may be held at the SEC Headquarters or at any of the SEC Regional and District Offices. The SEC may schedule a cumulative total of ten (10) days of additional classes under this contract as indicated in the following table under CLIN 0008: B.1 Pricing Table CLIN Number, Description, Qty, Unit: CLIN 0001, Classes at Miami (*include travel, training materials and other direct costs), Qty 4, Unit = Day CLIN 0002, Classes at Atlanta (*include travel, training materials and other direct costs), Qty 3, Unit = Day CLIN 0003, Classes at Los Angeles (*include travel, training materials and other direct costs), Qty 6, Unit = Day CLIN 0004, Classes at Denver (*include travel, training materials and other direct costs), Qty 5, Unit = Day CLIN 0005, Classes at Fort Worth (*include travel, training materials and other direct costs), Qty 3, Unit = Day CLIN 0006, Classes at San Francisco (*include travel, training materials and other direct costs), Qty 3, Unit = Day CLIN 0007, Classes at Salt Lake City (*include travel, training materials and other direct costs), Qty 1, Unit = Day CLIN 0008, Additional classes at times and locations to be determined (*include travel, training materials and other direct costs), Qty 10, Unit = Day * Travel, training materials and other direct costs shall be incorporated into the firm fixed price. C.1.0 Scope. The Contractor shall provide all management, labor, materials, supplies and equipment (except as stated in section H.1) necessary to conduct commercial-off-the-shelf (COTS), on-site, instructor-led, hands-on, introductory computer software training classes at designated Offices of the Securities and Exchange Commission (SEC). The contractor shall train end users of the iConect and Concordance software products in electronic document search and retrieval. C.1.1 Background. The SEC uses iConect software to search and manage electronic documents and Dataflight?s Concordance software databases to store the documents. SEC personnel require training to make the most effective use of these automated tools. The SEC uses the software to perform common litigation support functions including: searching, organizing documents into folders, editing, reporting, annotating documents, highlighting documents, and viewing images of documents. C.2.0 Applicable Documents. None C.3.0 Requirements C.3.1. Initial Training Classes: The contractor shall provide SEC end users with COTS introductory classes in iConect and Concordance software. The SEC will designate which product will be used for the training two-weeks in advance of each set of classes. C.3.2. Additional Training Classes: The contractor shall provide additional days of training classes for new hires and employees who may have missed the initial training. The SEC will schedule the times and locations of these classes at least two weeks in advance of the requirement. F.1 Period of Performance. The period of performance shall be from date of award through one year. F.2 Location of Performance. The work under this contract shall be performed at SEC Headquarters, Regional, and District Offices. The addresses of the SEC offices are available on the SEC public website (www.sec.gov). H.1 Government-Furnished Facilities and Equipment. The SEC will provide the facilities for the training classes. The SEC will provide computers and network connections for the students and instructors. Award is anticipated in August 2004. The Government intends to issue a purchase order for the above items to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors which are in descending order of importance, shall be used to evaluate quotes: (1) technical acceptability, (2) corporate experience, (3) past performance for requirements that are similar to the SEC?s Statement of Objectives (offerors shall provide complete client contact information so that reference checks may be conducted), (4) Key Personnel, and (5) price. The Government is not responsible for locating or securing any information, which is not identified in the Capabilities Statement or quotation, but may do so at its discretion. Only authorized representatives shall submit quotes. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. Capabilities Statements that do not include prices for all items will not be considered. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212.1, Instructions to Offeror- Commercial Items (JAN 2004); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering delivery time, technical acceptability, and price. The Government reserves the right to award without discussions. However, the SEC also reserves the right to conduct discussions, if later determined to be necessary, with offerors making the competitive range (i.e., the most highly rated proposals, unless the range is further reduced for the purposes of efficiency); FAR provision 52-212-3, Offeror Representations and Certification-Commercial Items (MAY 2004) - all offerors shall include a completed copy of this provision with their quote; FAR clause 52-212-4, Contract Terms and Conditions- Commercial Items (OCT 2003); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2004) - in paragraph (b) the following clauses apply; 52.203-6 Alternate I, 52.222-3, 52.222-19,52.222.21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,52.232-33,52.232-36, 52.239-1, 52.222-41,52.222-43, 52.222-44; FAR provision 52.217-9, Option to Extend the Term of the Contract (MAR 2000). Clauses incorporated by reference may be accessed in full text at www.arnet.gov/far. All technical quotes and price quotes from responsible sources will be considered. Questions may be submitted on or before August 10, 2004 by 4:30 PM EST. The price quote shall be submitted as a completely separate document from the technical quote. One (1) copy of each technical quote and One (1) copy of each price quote shall be submitted to Chamagne Luciani. Proposals shall be clearly marked with RFQ No. SECHQ1-04-Q-0085. Proposals may be e-mailed to LucianiC@sec.gov no later than 4:00 PM EST, August 24, 2004. No other methods of submission will be accepted.
