Description
This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for Solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government to issue a solicitation or otherwise make a contract award. The Defense Threat Reduction agency (DTRA) is seeking to identify qualified sources capable of providing support in the areas of database management, dose assessment and veteran assistance tasks in support of the Nuclear Test Personnel review (NTPR) program. The NTPR program is a Department of Defense (DoD) program, managed by the Defense Threat Reduction Agency (DTRA) that provides crucially important information about veterans who participated in U.S. atmospheric nuclear testing between 1945 and 1962 and in the post-World-War II occupation of Hiroshima and Nagasaki. The NTPR program is mandated by Public Law to supply veteran participation and dose information to the Department of Veteran Affairs (VA) and the Department of Justice (DOJ), so that Veteran claims can be adjudicated. Without this information, VA and DOJ cannot complete their service to claimants. The NTPR program acts as role model for other DoD and federal government programs dealing with the support of veterans and related claims and compensation programs and also in maintaining and preserving crucial documents for access by government researchers and the general public. This program spawns a constant dialog with the military services on how to optimally process veterans? radiation claims with the ultimate goal being to render the most efficient and effective service to veterans within the spectrum of like DoD programs. Qualified sources must have a secret facility clearance and contractor personnel must have a secret security clearance. Qualified sources must be able to demonstrate that they can process claims in a timely manner. Qualified sources either alone or with appropriate teaming partners must have demonstrated expertise/capability in all the following areas: Performing dose reconstruction using dosimetry records and film badges; Reconstructing doses in cases where dosimetry records or film badges are unavailable or incomplete; Researching and verifying a veteran's participation at a specified location or test site; Collecting and analyzing all known sources of recorded dosimetry and radiation data applicable to test participants; Maintaining an existing comprehensive database of participation and dose information, along with supporting archival materials and documents; Conducting an extensive public outreach program to ensure maximum interface with the supported participants; Maintaining a database of the history of each U.S atmospheric nuclear weapons test operation; Supporting studies to determine whether participants experience adverse health effects as a result of their test activities; Providing accurate and timely responses to requests for information from incoming inquiries; Providing technical assessment of original film badge dosimetry; Accessing and obtaining military documents, military service, medical, and organizational records in a timely fashion; Conducting declassification activities and coordinating public release; Conducting independent technical reviews and validations. Sources having the capability to provide support for all of these requirements are invited to submit capabilities statements (6-10 pages maximum); capabilities statements need to include sufficient technical/management information for a panel to assess the contractor qualifications and experience in work of this nature. Maschino, via email: Debra.Maschino@DTRA.mil no later than 07 September 2004. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this Sources Sought.
