PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT, AND MATERIAL CLASSCOD: Tank, Fuel, Fabric Collapsible: 3,000, 20,000, 50,000 Gallon OFFADD: Marine Corps Systems Command, 2200 Lester Street, Quantico, VA 22134 SUBJECT: Tank Fuel, Fabric Collapsible: 3,000, 20,000, 50,000 Gallon SOL: N/A DUE: 26 August 04 POC: Capt. Arratia, Contracting Officer, (703) 432-3766 DESC: The Marine Corps Systems Command is seeking information from any commercial source capable of providing collapsible fuel tanks fabricated from Butadiene Nitrile or Butadiene Nitrile/other type elastomer blended material and complete with fittings and accessories. Collapsible coated-fabric tanks are intended for use as temporary storage containers for kerosene-based fuels such as: diesel fuels, military aviation turbine fuels (JP-5 and JP-8), and commercial aviation turbine fuels (Jet A and Jet A-1). Collapsible coated-fabric fuel tanks are used for storage of kerosene-based aviation fuels within the Marine Corps Tactical Fuels Systems (TFS). TFS systems are used in an expeditionary environment to transfer, store and dispense for the operating forces. The tanks are required to provide a twelve-year shelf life, and three-year service life. The tank shall be of durable design and construction to tolerate the extreme conditions and rugged-use to which it will be subjected. It is required to have high levels of reliability and durability. The tank and components shall withstand folded storage at ambient temperatures from minus 30 degrees Farenheit to 160 degrees Farenheit, without damage or leakage when subsequently filled with fuel. The tank and components shall be suitable for operational use at ambient temperatures from minus 25 degrees Farenheit to 140 degrees Farenheit. The tank shall not be damaged during service life when exposed to relative humidity up to 100 percent. The tank shall be suitable for use in continuous contact with all environmental conditions. The tank shall be furnished with two 4-inch male camlock fittings located on opposite ends for receiving and issuing connections. There shall be no leakage or seepage when the tank is filled to its rated capacity with fuel. The tank shall have a 10 percent minimum over-capacity fill without rupture or weakened areas, or leakage or seepage of contents. The color of the tank exterior (the coating of the coated fabric, seams, cap stripping and chafing patches), hoses and berm liners shall be in accordance with FED-STD-595, color chip 33446 (sand matte), general match. The tank shall be permanently marked with identification and caution labels. The dimensions of the current tanks used in the TFS systems: Size Dimension 3,000 Gal 14 ft X 14 ft 20,000 Gal 28 ft X 28 ft 50,000 Gal 25 ft X 65 ft The above dimensions are for reference only. The tank design shall prevent wicking into the cut edge of the coated fabric. Firms possessing the capabilities to accomplish this requirement are invited to submit a statement of capability/qualification, enclose product literature, past performance information, current GSA or other schedule information and contract numbers (if applicable) and price schedules/catalogs. Firms are encouraged to address the following: 1.Evidence of ability to meet performance requirements listed in the paragraph above (i.e. test data). 2. Rough order of magnitude price estimate for the subject fuel tank that meet listed requirements and support package and or warranty (listed separately). 3. Rough estimate of schedule for production preparation, production, and delivery of 100 (50 to 80% of the total delivery will be 50,000 Gallon and the remainder will be combination of 3,000 and 20,000 Gallon) units. Proprietary information submitted in response to this synopsis will be protected when clearly identified as proprietary. Responses to this RFI must be received in writing no later than 26 August 2004. NO ELECTRONIC (E-MAIL) OR FACSIMILES SHALL BE ACCEPTED. This submission is for planning purposes only and should not be construed as a commitment by the Government for items/services, or for the Government to pay for the information received. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. Submissions are for market research and all material will be retained in confidence.
