- Notice of intent to issue an order to Balanced Scorecard Collaborative Inc. in Lincoln, Ma to provide technical assistance in cascading and alignment of the LOGCOM scorecard. 1.0 Background. LOGCOM has completed its Balanced Scorecard and is now ready to enter the cascading phase of implementation. LOGCOM intends to cascade its Balanced Scorecard throughout the Command. This will encompass aligning the subordinate scorecards with the LOGCOM scorecard. 2.0 Scope. LOGCOM requires contractor assistance in cascading the LOGCOM Balanced Scorecard to the Maintenance Centers Albany and Barstow and to the Maintenance Directorate. 3.0 Requirement. The contractor shall facilitate the cascading of the LOGCOM scorecard to the Maintenance Centers Albany and Barstow and the Maintenance Directorate. The contractor shall complete the following tasks: 3.0.1 Task 1. Review existing Maintenance Directorate, Maintenance Centers? and LOGCOM corporate strategy maps and balanced scorecards and communicate findings. Upon completion, the Balanced Scorecard Collaborative shall set up phone sessions with the LOGCOM cascading team as well as core teams at each of the subordinate commands to discuss the findings. 3.0.2 Task 2. Refine the existing alignment matrix. Upon completion of the review cited in Task 1, the Balanced Scorecard Collaborative shall refine the existing alignment matrix. 3.0.3 Task 3. Align strategy maps and balanced scorecards. A Balanced Scorecard Collaborative consultant shall facilitate two one-day combined sessions with representatives from each organization to fully align the LOGCOM strategy. 3.1 Project Timing and Conditions. The activities in support of the cascading initiative shall commence upon signature of the purchase order by both parties but no later than 30 September 2004. The two one-day combined sessions shall be held on 13-14 October 2004, at the Marine Corps Logistics Command, Albany, Georgia. Payment will be due within 30 days after receipt of the invoice from the Balanced Scorecard Collaborative. 4.0 Deliverables. The contractor shall deliver the following: Task 1 Deliverable. Documented findings resulting from the strategy map and scorecard reviews described in paragraph 3.0.1 above. Task 2 Deliverable. Finalized, agreed-upon alignment matrix. Task 3 Deliverable. Aligned strategy maps and scorecards. 5.0 Other Considerations. The government will be responsible for work products being delivered on schedule and will ensure appropriate staff for workshops. The proposed contract will have a four month performance period. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii). This notice of intent is not a request for competitive proposals . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The RFP number is assigned for administration purposes only and no solicitation document exists. A contract will be placed without further notice within 5 days of this notice.
