Description
This is a modification to a synopsis that first appeared in FBO on 29 July 2004. The synopsis is provided in full with the changes shown in a different font. This sources-sought synopsis is issued in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine the existence of a Rigid Inflatable Boat type craft possessing the characteristics listed below. The craft would be procured for the Egyptian Navy under a Foreign Military Sales Case and would operate within Egyptian waters. SPECIFIC REQUIREMENTS: LENGTH: 10 - 12 Meters. BEAM: 3 - 4 Meters (maximum). DRAFT: .8 - 1 Meters. RANGE: 400 NM (minimum). CRUISE SPEED: 40 - 60 Knots. FULL SPEED: 55 - 70 Knots (at maximum load). WEIGHT: Maximum Boat Weight of approximately 8 tons without fuel and with no load. This is not an absolute limit. WEIGHT LOAD (without fuel): 2500 KG or 15 persons (minimum). PROPULSION: twin diesels engines w! ith propellers. Water jets/pumps are not acceptable. WEAPONS SYSTEMS: craft should accommodate two single M2HB 50 Caliber Guns fore and aft on the boat. MISCELLANEOUS REQUIREMENTS: Craft should be survivable in Sea State 5. Craft should be highly maneuverable and capable of being towed/launched from sandy and rocky coasts. Craft should be painted black or dark grey. Hull structure to be made of Fiber Reinforced Plastic (FRP). While FRP is preferred, if a similar boat can be constructed of aluminum, please submit a response. Sponsons should be air filled. Seating should be provided for 15 persons and be removable. The craft can have either an open console with exposed seating or a cabin for the operators and passengers. Craft should have reduced thermal and sound signatures. Communication Systems should include UHF-VHF-HF with code system and jump frequency. Navigation Equipment to include: distance, speed, GPS, navigation radar, echo sounder and electronic com! pass. It is anticipated that 10 craft may be procured, with the total quantity to be delivered FOB origin. The quantity of craft is subject to change. Prospective firms are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their Rigid Inflatable Boats and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses should include: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A description of craft currently offered by the contractor that meet, or with minor modifications might meet, the above listed requirements. All offered craft characteristics should be identified for chart comparison to the requirements listed above. If above requirements cannot be met, identify what is achievable with minor modifications; (d) An estimated unit price, (e) A notional schedule for! construction and on-site delivery of the craft, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
